Description of Requirement
The Department of the Navy, Naval Sea Systems Command (NAVSEA), PAE Maritime, intends to award a sole-source contract to Pioneering Evolution LLC, Arlington, VA, for the implementation, deployment, and support of SyncPoint — a commercial web-based program and financial management platform built on the proprietary SyncCore modular architecture.
SyncPoint modernizes and unifies program planning, budgeting, execution oversight, and financial traceability for Program Management Offices (PMOs), Budget and Financial Managers (BFMs), Assistant Program Managers (APMs), and other stakeholders across the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle. The platform replaces fragmented legacy tools with a single environment providing end-to-end visibility from POM planning through task execution, obligation tracking, G-Invoicing validation, and audit-ready financial reporting.
Authority for Other Than Full and Open Competition
This action is being pursued under the authority of 10 U.S.C. § 3204(a)(1) and FAR 6.302-1 (“Only one responsible source and no other supplies or services will satisfy agency requirements”).
Pioneering Evolution LLC is the only responsible source possessing the requisite proprietary technical data, source code, SyncCore architecture, design knowledge, resources, and experience to perform the required enhancements, integrations, and implementation without unacceptable delay.
Notice of Intent
This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement that clearly demonstrates the ability to meet the full requirement (including access to or rights in equivalent proprietary architecture/source code and the ability to deliver without the 18–24 month delay).
Capability statements must be submitted electronically to the Contracting Officer no later than the response date listed above. Responses will be evaluated solely for the purpose of determining whether to conduct a competitive procurement.
If no capability statements are received that demonstrate the ability of another source to satisfy the requirement without unacceptable delay or cost, the Government will proceed with the sole-source award to Pioneering Evolution LLC.
A Justification and Approval (J&A) documenting the basis for other than full and open competition will be prepared and, as required, made publicly available in accordance with FAR 6.305.
