ADVERTISEMENT
The City of East Providence’s Police Department, Harbor Division, is requesting proposals for one (1) 30’ Patrol Boat Slip for year-round dockage, and storage and service, along with commissioning / winterization service and making any repairs that are necessary for the Patrol Boats.

One (1) original, one (1) copy and 1 Thumb Drive of the proposal shall be submitted in one (1) sealed envelope addressed to East Providence City Hall, Controllers Office, Room 103, Attn: Jessica Lamprey, Procurement Specialist, 145 Taunton Ave., East Providence, RI 02914 no later than THURSDAY, JULY 30, 2026, AT 11:00AM. The envelope must be clearly marked with YOUR COMPANY NAME and EP25/26-017R POLICE DEPARTMENT BOAT SLIPS, WINTERIZATION, AND REPAIRS RE-BID.
The bids will be publicly opened and recorded on the same day at East Providence City Hall in Conference Room A. Bids received with a time of 11:01 AM or later will be rejected.
The City reserves the right to waive any informality in order to reject any or all bids if deemed to be in the best interest of the City.

SPECIFICATIONS
INTRODUCTION
The City of East Providence's Police Department, Harbor Division, is requesting proposals for
one (1) 30' Patrol Boat Slip for year-round dockage, and storage and service, along with
commissioning / winterization service and making any repairs that are necessary for additional
Patrol Boats.
Prices are to be held firm for a contract term of two (2) years from date of award. Term contracts
may be extended for one (1) additional term upon mutual agreement unless otherwise stated.
SCOPE OF SERVICES
I. SLIPS FOR DOCKAGE & STORAGE
a. The slip size needed is (1) 30' boat slip located in Bullocks Cove.
b. The 30' slip must include electricity and water. Dockage shall be year-round.
c. Dockage facility must have security cameras in use with the ability to record a
minimum of 60 days.
d. Dockage facility must be able to provide service for:
i. (1) 27' 2005 Boston Whaler Vigilant with T/300 HP Mercury Verado
motors
ii. (1) 21' 2005 Boston Whaler Impact with a 225 HP Mercury Verado motor
iii. (1) 23' 2003 North Coast CC with a 225 HP Mercury Verado motor.
e. Dockage facility must be able to store boats (dry dock) on trailers (2 boats on
trailers year-round) and 1 empty trailer year-round. Storage must be within range
of security cameras.
II. WINTERIZATION
a. Propeller service, gear case oil, motor oil and filters, fuel filters, air filters, zinc
packages, fuel treatment and winterization on the following;
i. (2) 300 HP Mercury Verado Outboard Motors
ii. (2) 225 HP Mercury Verado Outboard Motors
III. SHRINK WRAP
a. (1) 27' Boston Whaler Vigilant
b. (1) 23' North Coast Center Console
c. (1) 21' Boston Whaler Impact Center Console
IV. REPAIRS
a. Any defects noted during commissioning / winterization and approved by
Harbormaster prior to repairs being done.
