Summary Details

Seabird Island is a First Nations Band of over 1,000 residents, established in 1879 by the Indian Reserve Commission and governed by the Indian Act. The Government of Canada recognizes that First Nation's inherent and constitutionally protected right to self-government. The Government of British Colombia has committed to negotiating self-government opportunities through its Treaty process, which will subsequently involve discussions with the federal government as well.

Currently engaged in a reconciliation process, Seabird Island is exploring various self-government options, including Treaty, Self-government, and continued reconciliation efforts. Seabird Island aims to assert its rights, protect its resources, and address its complex needs, ultimately striving to fulfil its vision where “Seabird takes care of everything on the land”.

This request for proposal seeks a consultant to assist Seabird Island in evaluating these self-governance options. The consultant will provide a detailed report and analyze the pathways for Treaty, Self-government, and Reconciliation, highlighting the key differences and potential outcomes of each choice. The consultant will work with Seabird Island to define the Band’s territorial boundaries and resources, and provide guidance on the negotiation process. Additionally, the consultant will provide training and mentorship for Seabird Island's leadership, management, staff, and possibly community members, through presentations or consultation sessions, to ensure they understand the final report.

Overall, this project will empower Seabird Island to make an informed and transparent decision that best serves the interests of their members, land, and culture.
