East-West Gateway Council of Governments (the Council) is seeking proposals from a consultant or a

team of consultants to develop a detailed vision and conceptual plan for the Olive Boulevard corridor

Great Streets project.

I. Introduction & Background

The Council is seeking submittals from a consultant or team of consultants (the Consultant) to

develop a detailed vision and conceptual plan for the Olive Boulevard corridor Great Streets project.

In 2006 the Council launched the Great Streets Initiative (the Initiative) to challenge communities to

envision streets as more than spaces for automotive travel, but as integrated conduits for moving

people, improving connectivity, enhancing local economies, and creating attractive, interesting places

– in brief, building stronger communities. Further, the Initiative focused on providing communities

with tools and relevant examples to assist them in rethinking the relationships between streets and

their social and economic objectives.

The Council has selected a project in University City, Missouri for the Great Streets Initiative. The

Council and University City staff have identified several key issues that this planning project is

intended to address; however, this project will require an analysis and a community discussion to

fully identify the context, challenges, opportunities, and options before the detailed plan document

can be developed. More information regarding the project can be found in Part (b) below.

Additional information about the project and the Council’s Great Streets Initiative will be presented at

a mandatory pre-submittal meeting and will be placed on the Council’s website as it becomes available.

(a) The project area

The broader local goals seek to establish Olive Boulevard as a central, unifying spine of refreshing,

active and inviting spaces, economic vitality, and practical community functions; to establish a

common ground along a corridor that has, in ways, symbolized division and friction.

This Great Streets project proposes to create a plan for the Olive Boulevard corridor (MoDOT Route

340) within the limits of University City, extending west from the Skinker Boulevard intersection to

Interstate 170. This proposal will provide an in-depth look at the current land use, development

potential, infrastructure needs, transportation functions, and environmental considerations,

including the stormwater flooding impact of the River Des Peres. The process will account for several

existing planning and design efforts in the area, the changes driven by them, and lack of progress in

some areas. In a community with recent significant planning activity, this effort needs to act as a

continuation of previous efforts and be sensitive to local planning fatigue and desire for timely

implementation while actively integrating the community’s local knowledge and voice with the

technical data and skill sets. The resulting document will define the project vision and outline

specific recommendations for land use, transportation, public space, environmental systems,

implementation strategies, and long-term stewardship.

The corridor includes not only the roadway, but the full depth of the properties that flank it. This is

the specific plan area for the project. The context areas of the various planning disciplines will

naturally extend beyond the corridor and flanking property lines. For instance, the market /

economic analysis and recommendations need to consider the corridor’s place and potential within

the greater region, it’s commercial functions and capacity in relation to other proximate

“competing” corridors or districts, and the housing supply and needs for the general area. The

roadway, bike and pedestrian paths, and transit facilities exist within broader networks (including

the larger arterial roadway network and Great Rivers Greenway’s planned Centennial Greenway

expansion) and must meet regional needs throughout and beyond University City. They should also

be considered as an integrated multi-modal network of facility types, focused on providing safe and
