Addendum #3
ADDENDUM #3 The plans and specifications are modified, corrected,
augmented or supplemented as follows and this Addendum #1 is hereby
made a part of the RFP documents. Vendor shall note on the form below that
this Addendum #3 has been received and include the completed form in
the submitted proposal.
CLARIFICATION: Monroe County Community College is not considering this project a
Construction Project based on the following criteria and will not require a Bid Bond or a
Performance Bond.
Asphalt sealing — such as sealcoating or crack sealing — is not typically classified as a
full-scale construction project in the traditional sense, but it does involve construction-
like activities and can be considered a pavement maintenance or repair operation.
Why it’s not full construction

Full construction projects usually involve creating new structures, infrastructure, or major
pavement layers (like milling and resurfacing). Asphalt sealing is a preventative

Why it has construction-like elements
Despite being maintenance, asphalt sealing follows construction procedures:

Asphalt sealing is not a traditional construction project, but it does involve construction
