1. Purpose
The Office of Human Services is issuing this Request for Information (RFI) to solicit
information from qualified organizations interested in providing emergency Code Blue shelter
services during periods of severe winter weather. This RFI is for planning purposes only and
does not constitute a solicitation for bids, proposals, or quotes.
2. Background
The County is developing a county-wide Code Blue Emergency Shelter Program to provide
temporary emergency shelter during extreme cold weather events.
We would seek information from providers able to operate shelters, coordinate transportation,
partner with emergency responders, and connect individuals to housing and supportive services.
The desired services are shelter operations, staffing, capacity, transportation, partnerships, case
management, safety and geographic coverage.
3. Requested Information
Respondents are requested to provide the following information:
• Organization name, address, and primary contact.
• Overview of services currently provided relevant to this RFI.
o Facility location
o Occupancy
o ADA Accessibility
o Kitchen/showers/laundry/backup power
• Geographic areas served.
• Description of staffing structure and qualifications.
• Data demonstrating program outcomes, effectiveness, or reach (if available).
• Partnerships or collaborations with other agencies.
• Capacity for scaling services if needed.
• Estimated costs or funding requirements (budget breakdown MUST be included)
4. Response Format
Please limit your response to five (5) pages. Responses may be submitted electronically in PDF
format to Megan Stone at megan.stone.ohs@luzernecounty.org and Kristina Jordan at
k.jordan@luzernecounty.org no later than Friday, August 28, 2026 at 12:00 pm. Please
reference the RFI reference ID and RFI Title in the subject line of your email. Hard copy
submissions will not be accepted.

All information provided in response to this RFI will be used solely for planning purposes.
Proprietary or confidential information should be clearly marked as such.
