The Government is still working through answering the multitude of questions that were submitted for the Final RFP. As such, we are extending the proposal submission date to 28 May 2026. Attached are the Q&A from the Symphony Webinar that was held on 14 Apr 2026, which can be viewed at:

A follow-up amendment will be sent this week to provide the solicitation Q&A, as well as revised documents and the formal solicitation amendment SF30.

On Tuesday Apr 14, 2026 ⋅ 2:30pm – 4pm (Eastern Time - New York) a webinar will be hosted to provide a demonstration of the submission process for the Special Operations Forces Global Services Delivery solicitation (H9240026RE001) within Symphony. This includes establishing company assets, claiming them within your proposal, submitting your proposal, and submitting questions to the program office, as needed. Registration within Symphony will be covered at the end.

30 Mar 2026: FINAL RFP – SOF Global Services Delivery (SOFGSD) H9240026RE001

This is a formal Request for Proposal (RFP) for the United States Special Operations Command (USSOCOM) SOF Global Services Delivery (SOFGSD) Indefinite Delivery Indefinite Quantity contract. The sole points of contact for information regarding this acquisition are the Contracting Officers:

SOFGSD is being solicited as a 100% Small Business Set-Aside under NAICS 541611, with a SB Size Standard of $24.5M.

The Government contemplates award of a Multiple Award IDIQ contract resulting from this solicitation.

Offerors are required to submit proposals in accordance with the instructions outlined in Section L of the RFP.

Symphony Procurement Suite is a software application the Government intends to use for proposal submission and proposal evaluation. The Government reserves the right to change systems related to the solicitation, evaluation, and award of the SOFGSD contracts at any time during the solicitation process.

Offerors shall submit their proposal electronically through Symphony via https://ussocom-sofgsd.app.cloud.gov/. Proposal submissions through Symphony shall not contain any classified data. Symphony allows up to CUI only. Contact the Contracting Officer to address submission of classified data through appropriate channels as specified in Section L3.1.6.

PROPOSALS SUBMITTED THROUGH OTHER MEANS WILL NOT BE ACCEPTED.

Communications with any Government personnel other than the Contracting Officers are prohibited. Government ethics regulations, the Competition in Contracting Act, and the Procurement Integrity Act prohibit preferential treatment of one contractor over another and require that Government personnel adhere to the highest standards of conduct and avoid even an appearance of a conflict of interest.
