The City of Edwardsville, Illinois is issuing a Request for Qualifications (“RFQ”) to qualified firms for the City of Edwardsville Urban Forest Tree Inventory Collection and Management Plan development.
In order to have your firm considered, please submit RFQ in a sealed envelope containing three (3) copies, marked “Urban Forest Tree Inventory Collection and Management Plan”. 1 additional digital copy of the submission shall also be included in pdf format on a dedicated USB device and included in the submission package. USB Drives will not be returned.
Submissions must be received at the City of Edwardsville, office of the City Clerk, 118 Hillsboro Avenue, Edwardsville, Illinois 62025, no later than 01/15/2026 at 2:00 PM (CST). Submissions received after the closing time and date will be returned unopened. The City of Edwardsville will not be responsible for delay or late submissions due to delivery methods or handling time.
The project scope includes a complete Tree Inventory and development of an Urban Forestry Management Plan for 2026-2033. This inventory and associated plan shall encompass the city limits of the City of Edwardsville. The City previously performed an inventory and management plan in 2020, and this project should include a review and comprehensive update. This scope will need to be completed and delivered to the City of Edwardsville by May 31, 2026. This project is partially funded by a Morton Arboretum grant and all work must comply with the Grant requirements.
The scope of services shall meet Morton Arboretum, IDNR, USDA, and ISA industry standards. The project will require certification by IL licensed landscape architects, ISA Certified Arborists, Professional Engineers, etc. as applicable. These services include but not limited to developing plans, ROW acquisition, specifications, and estimates.
The consultant selection shall be based on the evaluation of the firm’s proposal by a selection committee. The selection committee shall consist of a panel of engineering professionals employed by the City of Edwardsville. The Group follows qualifications-based consultant selection procedures.
The City of Edwardsville reserves the right to consider any proposal and to reject any and all proposals if doing so best serves the public interest.
The City of Edwardsville reserves the right at any time and for any reason to cancel this consultant procurement process, to reject any or all proposals, or to accept an alternative proposal. The City and/or staff may seek clarification from an offer at any time and respond promptly if there is cause for rejection.
