Laconia Pumpkin Festival Tower
The City of Laconia is seeking proposals from qualified contractors to assemble and disassemble a
predesigned tower used to display carved pumpkins during the Laconia Pumpkin Festival, held Friday,
October 23 through Saturday, October 24, 2026. The tower must be constructed in accordance with the
City-provided diagrams and specifications.
The City intends to award a contract for an initial one-year term with the option to renew annually for up
to four (4) additional years, for a total potential term of five (5) years, subject to annual appropriation
and satisfactory performance.
Submissions
Interested firms must submit two (2) proposals in a sealed envelope to the City of Laconia Purchasing
Department, 45 Beacon Street East, Laconia, NH 03246, 03246 by 3:00pm on Friday 09/11/2026 to be
considered. Submissions must be labeled "RFP No. 26-08-17P "Laconia Pumpkin Festival Tower."
Postmarks and other timestamps will not be accepted in place of actual delivery. Emailed submissions
will not be accepted.
The City of Laconia reserves the right to accept or reject any or all proposals, in whole or in part; waive
informalities in the submission process; select the proposal determined to be in the City's best interest;
or cancel this RFP at any time. Failure to provide required information may result in disqualification.
Questions and Addenda
All questions regarding this RFP must be submitted in writing via email no later than 4:00 PM on
August 19, 2026, to kbullervvell1'?i)laconianh.gov.
Responses to questions and any resulting addenda will be posted on the City of Laconia website at
https://,,ww.laconianh.gov/Bids.aspx no later than August 24, 2026.
It is the responsibility of all proposers to check the website for issued addenda prior to submission.
Scope of Services
The selected contractor shall furnish all labor, supervision, tools, contractor-provided equipment,
transportation, and other services required to assemble and disassemble the City's predesigned tower in

accordance with the attached construction diagrams and specifications, except for the equipment
expressly identified as City-provided.
A. Tower Configuration and Responsibilities
The tower is predesigned and will be approximately thirty-five (35) feet high and fifty-six (56) feet
wide. The Contractor shall assemble and disassemble the tower exactly as shown in Attachment A,
Construction Diagrams. The tower will be erected on a paved area approximately one hundred (100) feet
wide; see Attachment B for the display location. The east-facing side must not contain cross-bracing.
Cross-bracing is permitted on the west-facing side and on the north- and south-facing short sides.
Attachment C shows the west side of the tower. The Contractor shall not alter the prescribed
configuration without prior written approval from the City.
B. Project Schedule
► Assembly may begin at 7:00 a.m. on Friday, October 23, 2026, and must be completed by 1 :00
p.m. that day.
► Disassembly may begin at 7:00 a.m. on Sunday, October 25, 2026, and must be completed by 1 :00
p.m. that day.
C. City-Provided Equipment
The City will provide the following equipment and stabilization points:
► A forklift to unload tower components from, and reload them onto, the Contractor's trailer.
► Two (2) six-foot-long Jersey barriers for use as tie-down points for stabilization cables.
► A telehandler with a forty-two (42)-foot reach height.
► A scissor lift with a twenty-six (26)-foot reach height.

Any exceptions to the terms and conditions of any of the attachments shall be submitted with the proposal
to be considered.
Proposal Requirements
Proposals must include the following information:
Company Information
• Company name, contact person, address, telephone number, and email address.
• Name and title of the individual authorized to bind the Proposer.
Experience and Qualifications
• Description of relevant tower, scaffolding, temporary-structure, or event-installation experience.
• Proposed personnel, subcontractors, equipment, and ability to meet the required schedule.
• At least three (3) references for recently completed similar work.
Work Plan and Schedule
• Statement demonstrating the Proposer's understanding of the assembly and disassembly work.
• Description of the proposed assembly and disassembly methods, including stabilization,
sequencing, and compliance with the City-provided construction diagrams and cross-bracing
restrictions.
• Schedule showing the anticipated start time, completion time, and duration of each major
assembly and disassembly activity.
Pricing
Provide separate pricing for transportation and delivery, tower assembly, tower disassembly, labor,
contractor-provided equipment, and any other charges. Proposers shall include a total proposed price for
the initial contract year. Pricing for any exercised renewal year will be determined in accordance with
the CPI adjustment provisions below. Completed and signed copies of all required forms, certifications,
acknowledgments, and exceptions must also be included.
Pricing and CPI Adjustments
The total proposed price shall remain fixed for the initial contract year. If the City exercises any of the
four optional one-year renewals, the Contractor may request an annual price adjustment based solely on
the percentage change in the Consumer Price Index for All Urban Consumers (CPI-U), as published by
the U.S. Bureau of Labor Statistics. Any requested adjustment must be submitted to the City in writing,
with supporting CPI documentation, and must be approved in writing before the applicable renewal year

begins and before adjusted rates are invoiced. No price adjustment is automatic, and all renewal years
remain subject to annual appropriation, satisfactory performance, and the City's exercise of the renewal
option.
Insurance
The successful vendor will be required to maintain and submit a certificate of insurance naming the City
of Laconia as additional insured for the duration of the project. Please see Attachment E for minimum
limits and additional information.
Evaluation Criteria
Proposals will be evaluated using the following weighted criteria:
• Cost competitiveness - 35%
• Relevant assembly, scaffolding, temporary-structure, or event-installation experience - 25%
• Quality and feasibility of the proposed assembly and disassembly work plan - 20%
• Ability to meet the required schedule - 10%
• References and past performance - 10%
