Project Description: Notice of Intent to Designate Sole Source/Sole Brand:
This Request for Information (RFI) (Notice of Intent to Designate Reasonable Source) is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County’s needs. This is not a request for pricing or a purchase commitment.
The following commodity or service is thought to be available from only a sole source (or reasonable source) and is the only commodity/services that meets the County’s needs.
The Broward Cultural Division is seeking a firm to provide fiscal agent services for the County (Fiscal Sponsor), including but not limited to the following:
• Act as Fiscal Sponsor for the County regarding specified project, and shall accept, process, track, and acknowledge donations on behalf of the County and disburse such donations to the County.
• Host events, and invite donors from previously established client list, to inform prospect donors regarding Project, at no cost to the County.
• Have prior experience as a fiscal agent providing services with a focus in Arts and Culture.
• Support and assist County with the preparation of a maximum of three (3) contribution proposals for donations exceeding $50,000.
• Act as a conduit for donors who need tax deductions for their contributions.
• Provide periodic (i.e. monthly, quarterly, etc.) financial reporting to the County on the status of the contributions received and granted back to the County.
• Have a current Internal Revenue Service (IRS) determination letter of qualification under Section 501(c)(3) of the IRS Code of 1986 and is classified under IRS Code as a public charity.
• Be a Broward based entity and registered as a Florida corporation on Sunbiz.org.
Broward Cultural Division is seeking a Reasonable Source approval for Community Foundation of Broward, Inc. to act as a not-for-profit fiscal agent on behalf of Broward County due to their established focus area in Arts and Culture, and capability to manage all funds, assets, and other resources with a high degree of responsibility, integrity, transparency, and accountability.
This RFI will remain posted until closing date and time.
Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation.
If you are capable of meeting or exceeding the County’s requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County’s needs. The Director of Purchasing shall have sole authority in deciding what is comparable.
The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
