As-Needed Large Bridge Inspection and Load Rating
Services
The Alaska Railroad Corporation (ARRC) is issuing a Request for Proposals (RFP)
from qualified firms to provide as-needed Large Bridge Inspection and Load Rating Services
for Bridge 264.1 (Little Su), Bridge 284.2 (Hurricane), and Bridge 413.7 (Mears).
Sealed Proposals will be received until 3:00 pm local time, June 18, 2026at the following
location:

One original hard copies along with one electronic copy (USB flash drive) shall be
submitted.
The envelope used for the submittal of your offer shall be plainly marked with the following
information:
1. Proposer's name.
2. RFP # 26-21-214666
3. Date and time scheduled for the receipt of offers.
4. Sealed Offer: Large Bridge Inspection/Rating
The ARRC may award a contract resulting from this solicitation to the responsible offeror
whose offer conforming to this solicitation will be most advantageous to the ARRC.
ARRC may reject any or all offers if such action is in the best interest of ARRC and waives
informalities and minor irregularities in offers received. ARRC may award a contract
based on initial offers without discussions. Therefore, each initial offer should contain the
offeror's best terms from a cost or price and technical standpoint. Any contract
resulting

from this solicitation shall incorporate the Standard Terms and Conditions contained in
this solicitation package.
Bidder's responsibility: ARRC shall not be held responsible for Bidder's lack of
understanding of what is required by this bid. Should a Bidder not understand any aspect
of this bid, or require further explanation, or clarification regarding the intent or
requirements of this bid, it shall be the responsibility of the Bidder to seek guidance from
the ARRC.
It is the bidder's responsibility to contact the issuing agency at (907)265-2425 or by email
at wallaces@akrr.com to confirm that the entire bid has been received.
It is the Firm's responsibility to understand what is required by this solicitation. The ARRC
shall not be held responsible for Firm's lack of understanding. Should a Firm not
understand any aspect of this RFP, or require further explanation, or clarification regarding
the intent or requirements of this document, it shall be the responsibility of the Firm to seek
guidance from the ARRC.
Proposals shall be submitted on the forms furnished herein. Amendments or
withdrawals must be received by ARRC's Contracts Section prior to the date and time
listed above.
Exceptions to Terms, Conditions and Specifications:
Each Proposer shall indicate all exceptions to terms, conditions, and specifications of
this solicitation individually in its proposal. IMPORTANT: Exceptions other than those
not allowed by law will be rejected. Exceptions received or placed after the proposal's
submission date will be considered as counter offers and as such will render the entire
proposal non-responsive.
Multiple Proposals:
Multiple proposals are not allowed and if submitted all of your Firm's proposals will be
determined as non-responsive. The ARRC may award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to this solicitation will be
most advantageous to the ARRC.
Any contract resulting from this solicitation shall incorporate ARRC's Standard Terms
and Conditions contained in this solicitation package as well as ARRC's Procurement
Rules. This Request for Proposal is not to be construed as a commitment of any kind
nor does it commit the ARRC to pay for any cost incurred in the submission of an offer
or for any other cost incurred prior to the execution of a formal contract.
Protests (Per ARRC Procurement Rule 1800.2):
A protest based on alleged improprieties or ambiguities in a solicitation must be filed
at least 10 days before the due date of the bid or proposal, unless a later protest due
date is specifically allowed in the solicitation. If a solicitation is made with a shortened

public notice period and the protest is based on alleged improprieties or ambiguities in
the solicitation, the protest must be filed before the due date of the bid or proposal.
The protest of an invitation to bid or a request for proposals in which a pre-bid or pre-
proposal conference is held within 12 days of the due date must be filed before the due
date of the bid or proposal if the protest is based on alleged improprieties or ambiguities
in the solicitation. A protest based upon alleged improprieties in an award of a contract
or a proposed award of a contract must be filed within 10 days after a notice of intent
to award a contract is issued by the procurement officer.
ARRC Disadvantaged Business Enterprise (DBE) Program: ARRC is an equal
opportunity corporation that encourages the participation of DBEs as prime contractors
and subcontractors on its contracts funded in whole or in part by the Federal Transit
Administration (FTA) or the Federal Highway Administration (FHWA). The ARRC has
a race neutral DBE Program and does not set DBE goals on individual solicitations.

SECTION A
BACKGROUND INFORMATION
The Alaska Railroad (ARRC) owns and operates a 535-mile railroad between Seward
and Fairbanks, Alaska, which includes approximately 170 bridge structures. Three of
these structures, Bridge 264.1 ("Big Su"), 284.2 ("Hurricane"), and 413.7 ("Mears") are
significant structures that contain either pin-connected through truss with span lengths in
excess of 500-feet, or are of exceptional design (Hurricane) that includes a 384-foot steel
deck-arch. As part of ARRC's bridge maintenance program, we desire for these
structures to have a completed inspection to assess current condition and develop a
prioritized list of items that need be watched in future inspections or to be corrected as
part of ARRC's maintenance program. ARRC also desires that the structures receive a
complete load rating (Normal, Maximum, and Fatigue) for existing 263,000 lbs traffic, as
well as additional combinations of 286,000 lbs manifest traffic, and intermodal traffic.
Modjeski & Masters (M&M) served as the original designer for BR 413.7, BR 284.2, and
BR 264.1. The Alaska Railroad Corporation does not possess ownership of the original
bridge design documents or associated intellectual property.
Vendors who submit a proposal must have a level of understanding in evaluating bridge
conditions, identifying repair needs, and determining appropriate rehabilitation
approaches. Each of these bridges presents distinct engineering challenges due to
differences in design, location, and condition. As a result, continuity of technical
knowledge has been a key consideration in understanding how best to approach
inspection findings, maintenance needs, and potential future improvements.

SECTION B
SCOPE OF SERVICES
ARRC intends to have three large steel bridges inspected by qualified bridge inspectors and
provide an assessment of the three bridge's conditions. The selected consultant will provide
services across multiple phases of project delivery, including:
Preliminary Engineering
Development of initial design concepts, evaluation of repair alternatives, and preparation of
early design deliverables.
Final Design
Following completion of NEPA requirements, advancement of design to final stages, including
preparation of Issued for Construction (IFC) bid documents.
Construction Phase Services
Acting as Engineer of Record, including:
* Responding to Requests for Information (RFIs)
* Reviewing contractor submittals
* Verifying compliance with testing requirements
* Reviewing and approving as-built documentation upon project completion
These structures include:
* Bridge 264.1 ("Little Su"), that includes one 504-foot pin-connected truss, two 70-foot
through girder, one 80-foot through girder spans. There are an additional seven timber
trusses that do not need to be evaluated at this time.
* Bridge 284.2 ("Hurricane"), that includes one 384-foot steel deck arch, two 120-foot deck
truss, three 60-foot deck girder, one 50-foot deck girder, and two 30-foot deck girder
spans.
* Bridge 413.7 ("Mears"), that includes one 700-foot pin-connected truss, one 118-foot deck
truss, six 60-foot deck girder, and four 30-foot deck girder spans.
Both bridges 264.1 and 284.2 do not have roadway access and transportation via rail into the
bridge sites will need to be coordinated with ARRC. ARRC will provide Roadway Worker
protection commensurate with the activities planned. Train schedules during the summer
particularly for bridges 264.1 and 284.2, may reach or exceed 12 per day.
The bridge inspections must be completed by personnel with substantial experience in inspecting
steel railway bridges of similar construction, and are properly certified for climbing access to
conduct field inspections. ARRC does NOT have access to bucket or reach equipment to assist
in inspection access. The inspection will yield a report that documents the condition of the bridge,
including photo graphs of key areas, and shall provide a prioritized list of items that require
maintenance as appropriate. Initial inspections shall be completed visually, utilizing hand-held
tools where appropriate. In the event that conditions indicate additional material testing may be
required, such additional analysis may be handled via change order where deemed appropriate.
If structural repairs are found to be necessary, ARRC may elect to add the design of such repairs
to this contract.

The Contractor will also conduct a complete Load Rating analysis for each structure, this load
rating will provide The Normal, Maximum, and Fatigue ratings per 2019 AREMA Manual for
Railway Engineering, Chapter 15 and/or chapters 7 and 8 where appropriate. The load rating will
also include ratings for current 263,000 lbs traffic currently operating, unrestricted, over each
bridge, 286,000 lbs traffic assuming both unit hopper trains and unit cement hopper trains, and
articulated "double stack" intermodal traffic (315,000 single truck loading). Ratings will be for
both track speed and for trains speeds limited to 10 mph (Little Su Bridge). These ratings will be
provided in a table listing each member and the associated Coppers loading for each condition.
A diagram will be provided with each member or connection listed for easy reference. The report
will include an appendix with full calculations, and sealed by a professional Structural Engineer
licensed in the State of Alaska. Where repairs or strengthen are identified, the Contractor may
be further employed to design those elements.
General information regarding bridge arrangement and plans are provided in an additional
attachment.

SECTION C
PROPOSAL INFORMATION, CONDITIONS & INSTRUCTIONS
1. Pre-Submission Proposal Inquires
Proposers shall promptly notify ARRC of any ambiguity, inconsistency, conflict, or error which
they may discover upon examination of the solicitation documents. Verbal inquiries regarding this
RFP are not permitted. All inquiries must be made in writing and received at ARRC's offices prior
to June 18, 2026, and the written inquiries must be submitted as follows:

ARRC will respond to all or part of the written inquiries received through the issuance of a written
Addendum to the RFP, if in the opinion of ARRC, such information is deemed necessary to submit
proposals or if the lack of it would be prejudicial to other prospective proposers. Oral and all other
non-written responses, interpretations and clarifications shall not be legally effective or binding.
Any Proposer who attempts to use or uses any means or method other than those set forth above
to communicate with ARRC or any director, officer, employee or agent thereof, regarding this RFP
shall be subject to disqualification.
2. Proposal Submission Deadline
Proposals must be received by ARRC no later than 3:00 p.m., local time, on June 18, 2026, at:
the address listed above.
Offerors shall submit one original hard copy and a flash drive containing an electronic
copy of the proposal.
