RFP for Installation of Window Film

Project Description: The Freedom Area School District is seeking bids for Eastman Chemical Llumar Certified Installation of Optically Clear 8 mil or 13mil Safety and Security Window Film and Dow 995 Attachment System for all exterior windows (including doors) on the following buildings:
Elementary Schools: # of windows and doors (approx. sq. ft.) (determined on walkthrough)
Windows vary in size and bidders must attend one site visit to measure and/or count windows so as to provide an accurate bid. Technical specifications begin on page two of this RFP. Contractor may submit an equivalent 8 mil product as an alternate for consideration.
Bid Sheet Instructions: Proposal documents can be obtained at no cost on PennBid at https://pennbid.bonfirehub.com/. Please complete the following Bid Form (Attachment A). The District reserves the right to select from Attachment A any or all schools or to modify the scope of work. Please also provide any relevant documentation or specs regarding the product you are proposing your bid upon. Questions regarding this project shall be submitted electronically via the “Ask a Question” feature in PennBid. Responses to questions which require changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified when a change or addenda has been posted.

The Freedom Area School District will receive electronic bids, via PennBid at https://pennbid.bonfirehub.com/ until 12:00 p.m. on April 23, 2025. Bids received in any other manner will not be accepted.
Bids received after this date will not be accepted. Bids will be opened and publicly read aloud on Wednesday, April 23, 2025, at 1 p.m.
