Request for Proposals Project 8952 Maintenance Agreement for Turblex Blowers City of Grand Forks

Grand Forks, ND January 22, 2025

The City of Grand Forks is seeking a qualified contractor to provide a maintenance agreement that would include a service visit to inspect and perform any necessary maintenance for the existing Turblex Blowers at the Grand Forks Wastewater Treatment Plant located at 3251 N 69 th St.

Background:

The existing Turblex Blowers are serviced annually by Howden through a three year maintenance agreement. Currently, a Class I service is provided annually with the ability to proceed with a Class II if deemed necessary by staff.

Submission Materials:
  1. Proposal to include a three year service agreement for the existing Turblex Blowers (Model KA10-SV-GA250, S/N: 4993, 49944, 4995). The agreement should include the following:

a) One visit annually to provide inspections to three existing Turblex blowers and Class I service.

i. Class I service to include the following: repeat annual inspection, dismantle compressor air-end, remove gearbox access covers for visual observation of internal condition, inspect and clean variable vane system, check variable vane geometry, check axial movement on high and low speed shafts, and check unit alignment before re-start as required.

b) Any typical replacement parts for a Class I service

c) The ability to perform a Class II service if necessary.

i. Class II service to include the following: repeat Class I inspection, dismantle gearbox, inspect (gearwheels, bearings & seals and check clearances, adjust clearances as required), replace flexible seals/O-rings, reassemble gearbox, visually inspect (electric motor, oil pump, oil cooler, coupling valves, etc.) and provide recommendations for corrections of unusual findings and future services.

d) Email assessment of findings, any recommendations, and invoicing within 45 days of service visit to Tod Matelski.

2. Total cost of the project as proposed. Proposed project costs to be guaranteed until March 28, 2025. A performance and payment bond will be required for the full amount of the contract.

Selection Process:

Submission materials will be reviewed by the City of Grand Forks Water Works Department. An award recommendation will be forwarded to the City Council for review and approval.

1) The deadline for submission of proposals is 4:00 pm CST on February 13, 2025.

3) The City of Grand Forks reserves the right to waive irregularities, to reject any or all submissions, to re-solicit submissions, and to negotiate with selected respondents if such action is deemed to be in the City’s best interests.

4) Fees shall be negotiated with the successful contractor. If the fee cannot be agreed upon, the City reserves the right to terminate negotiations, then negotiate with the second and third ranked firms in order, if necessary, until a satisfactory contract has been negotiated.

5) All costs associated with proposal preparation shall be borne by the proposer. The City reserves the right to reject any and/or all proposals.

6) No member, officer, or employee of the City of Grand Forks, its governing body, or of any local public body having jurisdiction within the City of Grand Forks’ service area shall have any interest, direct or indirect, in any resultant contract or the proceeds thereof.

7) This is a three year maintenance agreement with the possibility to extend it for two additional years.
