Muskingum County Jail Meal Services
Bid Specifications
The Board of Muskingum County Commissioners and the Muskingum County Sheriffs
Office is soliciting bids ffoor the provision of meal services to the Muskingum County Jail.
The existing Muskingum County Jail accommodates approximately 185 inmates daily.
The successffuul vendor will be responsible ffoor providing breakfast, lunch and dinner meals ffoor the
inmates at the Muskingum County Jail and successffuully negotiate a reimbursement to
Muskingum County ffoor all meals prepared at the Muskingum County Jail ffoor the inmates housed
at the Zanesville City Jail. All meals shall comply with current standards as established by the
American Correctional Association, the Food & Nutrition Board of the National Academy of
Science as prescribed ffoor inmates, and applicable State of Ohio rules and regulations.
The successffuul vendor shall utilize the kitchen facilities located at the Muskingum
County Jail. Muskingum County shall ffuurnish maintenance services ffoor the kitchen equipment
and shall be responsible ffoor ffurnishing an adequate inventory of service ware, thermal trays and
delivery equipment, pots, pans, beverage containers and utensils.
The successffuul vendor shall be responsible ffoor daily cleaning and housekeeping in the
ffoood preparation, service, receiving and storage areas. Muskingum County shall be responsible
ffoor janitorial services outside the kitchen facilities and shall be responsible ffoor cleaning the vents
and ductwork from the kitchen facilities to the exterior of the jail. Muskingum County shall be
responsible ffoor extermination services and removal of trash and garbage from the designated
food service area.
The successffuul vendor shall be responsible ffoor purchase of all ffood products and kitchen
cleaning supplies.
Muskingum County shall notiffyy the successffuul vendor of the actual number of meals
required per day on a mutually agreed upon timely basis.
Muskingum County will be responsible ffoor providing reasonable and adequate physical
security for the vendor employees.

The successffuul vendor shall cause its employees assigned to duty at the Muskingum
County Jail to submit to periodic health examinations as required by applicable federall,, state, and
local laws, and to submit satisffactory evidence of compliance with all health regulations to the
county jail administrator upon written request.
The successful vendor shall furnish the ffollowing certificates of insurance with their bidd::
1. Worker''s Compensation insurance as required by laww..
2. Comprehensive general insurance liability to include, but not limited to,
premises/operation, independent contractorss,, personal injury,, products/completed

operation, contractual liabilityy, with a combined single limit ffoor bodily injury and
property damage of $2,000,000.00 (two million dollars) per occurrence.
The contract period shall be from January 1,, 2026, through December 31, 2026, with an
optional one year extension upon the mutual agreement in writing of the parties.
Muskingum County is constructing a new county jail that will have a rated capacity of
350 inmates. This new facility is scheduled to be ffuully operational in the ffourth quarter of 2027,
at which time the existing jail will be decommissionedd.
The successffuul vendor shall be required to comply with all applicable federal, state, and
local laws and regulations. Bidders should pay particular attention to Ohio Revised Code
§307.90011 regarding contract provisions with Ohio countiess.
