Pigging Services
1. Introduction
The purpose of this Request for Proposals (RFP) is for Washington County to secure pigging services to
remove flow restrictions from low spots.
1.1. Background Information
Washington County, Minnesota is the fifth most populous county in Minnesota with a diverse population,
including longtime residents, young professionals and families, and new immigrant communities. Over the
last 20 years, Washington County has experienced rapid growth from a rural, farming community to an
expanding urban area.
The County was established in 1849 and has the powers, duties, and privileges granted counties by state
law, codified in Minn. Stat. § 373. The County serves an area of 423 square miles, with an estimated
population of 262,748. The County’s fiscal year begins on January 1 and ends on December 31. The County is
governed by a five-member County Board of Commissioners representing separate districts. In addition, the
Offices of County Attorney and Sheriff are elected on a countywide basis.
The County offers a full range of services including property tax administration, law enforcement and
corrections, public works, parks, solid waste management, library, community health, county extension,
human resources, courts, and general administration. The County employs approximately 1,400 employees.

2. Scope of Services and Deliverables
The successful Contractor will have the ability to perform all the functions below. Contractors who cannot
provide the full range of requested services may submit a proposal, but must clearly note any services listed

in this request which would not be provided. Contractors are also encouraged to highlight any services for
which they possess particularly notable qualifications.
2.1. Engineering Estimate & Special Considerations
2.1.1. Scope of Supply
2.1.1.1. All tools, fittings and connections required.
2.1.1.2. Equipment with hoses as required.
2.1.1.3. Project Manager, Site supervisor and technicians. (OQ Certified)
2.1.1.4. Vehicles and support equipment trailer.
2.1.1.5. Freight of equipment and materials to jobsite.
2.1.1.6. Transportation, wages, accommodations and per diems for personnel
2.2. Preliminary Work & Safety Plan
2.2.1. Preliminary Work Plan
The Contractor shall notify the Operations/Building Services Manager(s) prior to
commencing any operation on site. The Contractor will provide any documentation
asked for pertaining to the actual job and/or training responsibilities. The
Contractor and Operations/Building Services Manager(s) will agree on specific
operating procedures abided by both parties in completing work in a safe and
economical manner.
2.2.2. Mobilization & Make-Ready
The Contractor will take the following steps to ensure all assets, material,
chemicals and personnel are mobilized and prepped prior to job start. The
following actions are for a guide:

Make-ready equipment, tools and personnel at Contractor facility.
Submit Final Procedure, JSA and plot plan.
Contractor mobilizes tools and additional support equipment to location.
Contractor personnel arrive at location and prepare for rigging.
Contractor personnel to receive site specific orientation. (If needed)
Contractor to check and prepare support equipment for job.
2.2.3. Cleaning/Pigging
Contractor will use Array of Pigs to clean the pre-specified length of Pipeline. The
following steps are for a guide:
2.2.3.1. Contractor to slowly pig at predetermined rate checking samples in accordance with final
approved procedure.
2.2.3.2. Monitor discharge and intermediate concentrations.
2.2.3.3. If necessary, run additional pigs.
2.2.4. De-rigging
2.2.4.1. Clear line and ensure tasks completed
2.2.4.2. Have Operations/Building Services Manager(s) approve of work completed to scope.
2.2.4.3. Contractor to check and prepare support equipment for transportation.
2.2.5. Demobilization & Completion of Job

The Contractor shall notify the Owner’s Site Supervisor prior to demobilizing.
The Contractor will get verification and appropriate documentation to show
pipeline has been cleaned to the agreed upon parameters. Including but not
limited to the following:

Schedule for equipment, tools, and personnel to be removed from facility.
Submit final documentation to County.
Receive signed site release form.
Demobilize back to Contractor Facilities.
2.3. Job Scope
2.3.1. Pre Down
The Contractor will schedule equipment and personnel to prep and clean above
mentioned line to begin on Predetermined Day. Crew will complete site safety
prior to arrival.
2.3.2. Outage
Any outage will be executed by the Building Services Manager and followed by all Contractor
employees
2.3.3. Post
Have contact sign off on service receipts and job close out
2.4. PPE
The Contractor focus on a Safety-First Protocol - All Contractor employees will
have the following Personal Protective Equipment as a minimum:
1. Steel Toed Work Boots.
2. Hard Hat.
3. Fire Resistant Clothing.
4. Safety Gloves.
5. Safety Glasses/Shield if applicable.
6. Ear Plugs.
7. Chemical Clothing if applicable.
3. Proposal Content
The following will be considered minimum contents of the proposal and must be submitted:

Introduce the Contractor submitting the proposal and state the Contractor’s understanding of the services.
Include name, address, telephone number, and email address of the contact person(s), as well as the names
of any others participating in the proposal.
