This is a Presolicitation Notice for the U.S. General Services Administration (GSA), Public Buildings Service. This notice is neither a solicitation announcement, nor a request for proposal or related documents.
The project consists of the interior renovation of approximately 32,000 square feet on the 2nd and 3rd floors of the John Weld Peck Federal Building, 550 Main Street, Cincinnati, OH 45202 (Building No. OH0189). The renovation will provide a modern, functional space for the Passport workforce to effectively serve the public. Key design drivers include user experience, security, accessibility, and technology integration. Work will include a full MEP and architectural build-out. The project is also intended to achieve LEED Silver Commercial Interiors Certification from the U.S. Green Building Council (USGBC).
Note: Interior demolition and abatement work required for this renovation is being procured and performed under a separate contract and is not included in the scope of this project.
The period of performance is 165 calendar days after receipt of Notice to Proceed (NTP). The estimated construction cost is between $5,000,000 and $10,000,000. The procurement will be conducted using best-value tradeoff procedures. All technical evaluation factors, when combined, are significantly more important than price.
The contractor shall provide all management, supervision, labor, equipment, and materials necessary to complete the project. The solicitation will be issued as a Total Small Business Set-Aside under NAICS code 236220 (Commercial and Institutional Building Construction) with Product Service Code Z2AA. The Request for Proposal (RFP) is expected to be issued on or about October 9, 2025, with an award anticipated on or about January 30, 2026.
The solicitation and related documents will be available only on SAM.gov. Contractors must be registered in SAM to access solicitation documents and to be eligible for award.
