Description

The 354 Contracting Squadron at Eielson Air Force Base intends to award a firm-fixed price sole-source contract to Hammonds Technical Services to purchase for one (1) Hammonds Fluid Powered Additive Injection Carts, JET A1. The NAICS code for this requirement is 333996 and the PSC code is 4320.

TO 00 25 172 authorizes the use of fuel additive injection systems during routine fueling operations, specifically for introducing Fuel System Icing Inhibitor (FSII) and other required additives into JP 8 fuel. The Hammonds FPAIC is explicitly recognized as compliant with the TO’s design and operational specifications. IAW FAR 6.302-1(a)(2), Hammonds Technical Services is the only responsible source capable of fulfilling the requirement for one (1) Hammonds JET A1 due to the Air Force's authorization of fuel additive parts referenced in TO 00-25-172.

Any other interested parties may identify their interest and capability of fulfilling this requirement by showing clear and convincing evidence that competition is possible and will be advantageous to the Government. Responses are due no later than 11 August 2025 by 1100 ADT to Vanessa Gray (vanessa.gray.3@us.af.mil) and 2LT Jose Jimenez (jose.jimenez.16@us.af.mil).
