    INVITATION TO BID
    1.01 PROJECT INFORMATION
    A.
    Notice to Bidders: Qualified bidders are invited to submit proposals, including bid
    costs, for Project as described in this Document according to the Instructions to
    Bidders.
    B.
    Project Identification: 24012 Interior Renovation to Houston County Flint Building.
    1.
    Project Location: 900 State Route 96 Warner Robins, GA 31088.
    C.
    Owner: Houston County School District.
    1.
    Owner's Representative: Forrest Walker, Director of Facilities.
    D.
    Architect: Altman + Barrett Architects, P.O. Box 665 Hahira, GA 31632.
    E.
    Project Description: Project consists of the interior renovation of an existing two-
    story building to include selective demolition, new stud walls, doors and hard-
    ware, cabinetry, replacement of interior finishes, mechanical replacement, plumb-
    ing replacement, electrical upgrades, low voltage replacement, and various site
    improvements to include asphalt removal and replacement.
    1.
    Project cost range is approximately $ 4,000,000.00.

    Construction Contract: Bids will be received for the following Work:
    1.
    General Contract (all trades).
    1.02 BID SUBMITTAL AND OPENING
    A.
    Owner will receive sealed proposals until the bid time and date at the location in-
    dicated below. Owner will consider proposals prepared in compliance with the In-
    structions to Bidders, and delivered as follows:
    1.
    Bid Date: June 30, 2026.
    2.
    Bid Time: 2:00 p.m., local time.
    3.
    Location: Houston County Board of Education – Facilities Building, 1100
    Main Street, Perry, GA 31069.
    B.
    Proposal evaluation and scoring by a Houston County School District Committee
    will occur following the receipt of sealed proposals with results being issued soon
    thereafter, but not the same day. Each proposal will be evaluated against speci-
    fied criteria and required submittals to determine the most responsible and re-
    sponsive firm for this project. The specified criterion is listed as follows;

    1.03 BID SECURITY
    A.
    Bid security shall be submitted with each bid in the amount of [5] percent of the
    bid amount. No bids may be withdrawn for a period of [60] days after opening of
    bids. Owner reserves the right to reject any and all bids and to waive informalities
    and irregularities.
    1.04 MANDATORY PREBID CONFERENCE
    A.
    A mandatory pre-bid conference for all bidders will be held at the project site on
    June 17, 2026 at 10:00 a.m., local time. Prospective bidders are required to at-
    tend.
    1.05 DOCUMENTS

    1.06 TIME OF COMPLETION
    A.
    Successful bidder shall begin procuring materials on receipt of the Notice to Pro-
    ceed (est. July 8, 2026), begin work soon thereafter, and shall complete the work
    prior to February 1, 2027.
    1.07 BIDDER'S QUALIFICATIONS
    A.
    Bidders must be properly licensed under the laws governing their respective
    trades and be able to obtain insurance and bonds required for the Work. A Per-
    formance Bond, separate Labor and Material Payment Bond, and Insurance
    in a form acceptable to Owner will be required of the successful Bidder.
    B.
    Prior to submission of a proposal, it is strongly encouraged for bidders to
    evaluate their current and future workload as it relates to the project time-
    lines specified above.
    1.08 NOTIFICATION
