Description:

The City University of New York is seeking proposals from experienced vendors with an off-the-shelf software with the ability to be customized for our specific needs, as a service software solution (“SaaS”) for case management and reporting of discrimination and retaliation incidents involving students, faculty, and staff within the University (“Case Management System or “CMS””).

The CMS should be able to handle specific workflows and reporting for discrimination, harassment, retaliation and Title VI, VII and IX complaints, Cleary Act and additional reporting functions to ensure compliance with ongoing investigations and disciplinary actions, while maintaining appropriate confidentiality measures.

Any procurement resulting from this advertisement shall be subject to New York
State Appendix A, CUNY Purchase Order Terms and Conditions, and/or a
standard CUNY Agreement.

The Procurement Lobbying Act (PLA) Applies to this Solicitation.

Compliance Procurement Lobbying Act
Required Forms: Vendor shall complete, sign and submit the following forms if

they are selected.
“Offerer’s Affirmation of Understanding of and Agreement pursuant to State
Finance Law § 139-j (3) and § 139-j (6) (b)”
1. “Offerer’s Disclosure of Prior Non-Responsibility Determinations and
Certification of Compliance with State Finance Law §139-j and §139-k”


  1. Under the requirements of the State Procurement Lobbying Act all
    communications regarding advertised projects are to be channeled through the
    Office of University Controller (*Designated Contacts). Until a designation is
    made, communication with any other CUNY employees concerning this project
    that is determined to be an attempt to influence the procurement may result in
    disqualification.

Contact with CUNY:
Under the requirements of the PLA, all communications regarding advertised
projects are to be channeled through the Designated Contact. Communication
with respect to this procurement initiated by or on behalf of an interested vendor
through others than the Designated Contact may constitute an “impermissible
contact” under NYS law and could result in disqualification of that vendor.
