Section I. Background
In 1996, the Connecticut Supreme Court decided the Sheff v. O'Neill case and held that Hartford-
resident minority students are entitled to attend school in reduced isolation settings as a matter of
educational equity under the Connecticut State Constitution. Since 2003, the plaintiffs and the
state have entered into several sequential stipulated agreements from Phase I through Phase IV,
and the final agreement, signed by the Connecticut Superior Court on March 21, 2022, spelling
out certain goals for reducing racial and ethnic isolation in Hartford and the steps the state would
take to achieve such goals. The CCP Comprehensive-School-Choice-Plan-CCP.pdf (ct.gov),
signed by the state defendants, the plaintiffs, and the City of Hartford on January 26, 2022, and
the Connecticut Superior Court on March 21, 2022, as an Order of the Court, reflects the final
agreement of the parties and articulates a plan for meeting demand of Hartford-resident students
for a diverse educational environment through a sustainable system of integrated education.
Interdistrict magnet schools, the Open Choice Program, and the Hartford region technical high
schools within the Connecticut Technical Education and Career System (CTECS) have and
continue to provide the primary means for reducing isolation pursuant to the various agreements
among the parties and will play a consequential role in achieving the goals of the CCP.
The CCP articulates a complex and detailed strategic blueprint to increase opportunities for
integrated, high-quality educational opportunities for Hartford-resident students and students
throughout Connecticut through a series of 42 commitments. Among the commitments, the
state allocated grant funding for each fiscal year to support marketing and outreach efforts to
meet compliance goals pursuant to the CCP.
Section II. Purpose
The purpose of the Sheff Marketing Grant is to provide funding that supports the development,
implementation for marketing, and promoting Sheff interdistrict magnet schools, and the
Hartford Region CTECS schools. The Office of Strategic Planning and Partnerships has
determined that the award of the Academic and Social Support Marketing Grant to applicants
who submit qualifying applications will assist the state in meeting its obligations pursuant to the
decision in Sheff v. O'Neill, 231 Conn. 1 (1996) or any related stipulation or order in effect as
determined by the Commissioner of Education. See C.G.S. Section 10-262s (b). The grant
funded activities should increase awareness of school choice opportunities and generate
applications to meet the enrollment goals as mandated by the CCP.*
Marketing and outreach activities supported by this grant should align to the Regional School
Choice Office's (RSCO) Discover, Explore, and Apply cycles. During the Discover cycle,
schools demonstrate broad brand awareness. During the Explore cycle, schools are open and
available for families to learn more about their programs. During the Apply cycle schools should
continue appropriate Discover and Explore activities while using targeted strategies to convert
*Funds may also be directed to updating the indoor and outdoor spaces of school facilities that
impact the students' and families' experience.
4
family interest into completed applications. The targeted Apply cycle - or late application period
- is a limited application phase and starts in mid-March to fill available seats. Limited schools
and grades are available for application during the targeted Apply period. Program operators
should focus on highlighting schools and programs that require additional applications to direct
applicants to opportunities that are still available.
Schools that are awarded this grant should focus on funded activities within each cycle.
Examples of funded activities for each cycle are:
Discover Cycle: Mid-July through Early October
During the Discover cycle, program operators should focus on building brand awareness of their
schools, programs, themes and educational opportunities. Activities may include:
* digital, social media, and print marketing;
* promotion of school logos, mascot, colors;
* features highlighting students, staff, families and school community;
* promotion of school theme, academic programs, and unique offerings; and
* outreach to prospective families and community based organizations.
Explore Cycle: Late October through Early December
During the Explore cycle, program operators should provide opportunities for prospective
families to learn more about their schools and program offerings. Activities may include:
* open houses and school tours;
* student shadow days;
* student performances and showcases;
* theme-based activities and demonstrations;
* information sessions for prospective families; and
* other interactive experiences that introduce families to the school community.
Program operators should encourage families to rank a school as their first choice to increase
their likelihood of receiving an offer.
Apply Cycle: Early December through Mid-February
During this cycle, program operators should continue appropriate Discover and Explore
activities while using targeted strategies to convert family interest into completed applications.
Activities may include:
* Promoting application deadlines and available programs;
* Hosting application assistance events;
* Providing staff, technology, and other resources to help families complete applications;
* Following up with families who have expressed interest; and
* Continuing open houses, tours, and other school-based events.
General brand awareness should continue late in the Apply cycle along with efforts to promote
students' acceptances.

opportunity.
Section IV. Funding
Total funds available for this grant are up to $125,000 for fiscal year (FY) 2027 pursuant to the
CCP and C.G.S. Section10-262s(b) to support the Academic and Social Support Sheff Marketing
Grant and fund marketing and outreach efforts that assist the state in meeting its obligations
pursuant to the decision in Sheff. This funding is in addition to, not in place of, the interdistrict
magnet school operating grant provided pursuant to C.G.S. Section 10-264l, and the attendance
grant provided pursuant to C.G.S. Section 10-266aa(g), and other funding provided by CSDE
and through other sources. Upon CSDE's approval of the required grant application, grants are
awarded on an entitlement basis.
1 Marketing funding required by the CCP for Hartford Public Schools (HPS), and CREC, as administrator
of the Open Choice program and operator of interdistrict magnet schools, is provided through contracts
