RE: RFB BOBM-2026-03: Statewide Bridge Cleaning and Washing
REQUEST FOR BID (RFB)
The State of New Hampshire, Department of Transporta(cid:415)on, Bureau of Bridge Maintenance is solici(cid:415)ng
price proposals for providing Bridge Cleaning and Washing on Department owned bridge asset
statewide. The contract established between the selected Contractor and NHDOT - Bureau of Bridge
Maintenance a(cid:332)er Governor and Council approval from the remained of FY26 through June 30, 2027 will
have a not to exceed amount of $1,500,000 ($750,000 each (cid:302)scal year; FY 26, FY27).
REQUIRED EXPERIENCE
Bidders need a minimum of 5 years of relevant work experience working on bridges and divided
highways at:
a. a minimum of three separate agencies or,
b. a single client for a minimum of three years
References for these requirements must be submi(cid:425)ed with the bid.
Bids submi(cid:425)ed that do not meet the experience requirements will be deemed noncompliant and will not
be considered.
SCHEDULE
The following table provides a Schedule of Events for this RFB. The Agency reserves the right to amend
this Schedule at its sole discre(cid:415)on and at any (cid:415)me through a published Addendum.

From the date of release of this RFB un(cid:415)l an award is made and announced regarding the selec(cid:415)on of a
vendor, all communica(cid:415)on with personnel employed by or under contract with the Agency regarding this

RFB is prohibited unless (cid:302)rst approved by the RFB Sole Point of Contact. Vendors may be disquali(cid:302)ed for
viola(cid:415)ng this restric(cid:415)on on communica(cid:415)ons.
VENDOR INQUIRIES
All inquiries concerning this RFB, including but not limited to, requests for clari(cid:302)ca(cid:415)ons, ques(cid:415)ons, and
any changes to the RFB, shall be submi(cid:425)ed via email to the Agency Point of Contact speci(cid:302)ed above.
Inquiries must be received by the end of vendor inquiry period.
The vendor must iden(cid:415)fy the RFB name and the number and include the vendor's name, telephone
number, and e-mail address.
The Agency will issue responses to properly submi(cid:425)ed inquiries on or before the date speci(cid:302)ed in the
Schedule of Events; however, this date is subject to change at the Agency's discre(cid:415)on. The Agency may
consolidate and/or paraphrase ques(cid:415)ons for su(cid:312)ciency and clarity. The Agency may, at its discre(cid:415)on,
amend this RFB on its own ini(cid:415)a(cid:415)ve or in response to issues raised by inquiries, as it deems appropriate.
Oral statements, representa(cid:415)ons, clari(cid:302)ca(cid:415)ons, or modi(cid:302)ca(cid:415)ons concerning the RFB shall not be binding
upon the Agency. O(cid:312)cial responses by the Agency will be made only in wri(cid:415)ng by the process described
above. Vendors shall be responsible for reviewing the most updated informa(cid:415)on related to this RFB
before submi(cid:427)ng a proposal.

TERMS OF SUBMISSION
All material received in response to this bid shall become the property of the State and shall not be
returned to the Vendor. The content of each Vendor's bid shall become public informa(cid:415)on once a
contract(s) has been awarded.
A responding bid that has been completed and signed by your representa(cid:415)ve shall cons(cid:415)tute your
company's acceptance of all State of New Hampshire terms and condi(cid:415)ons and shall legally obligate your
company to these terms and condi(cid:415)ons.
A signed response further signi(cid:302)es that from the (cid:415)me the bid is published (RFB released date and (cid:415)me)
un(cid:415)l a contract is awarded, no bidder shall o(cid:299)er or give, directly or indirectly, any gi(cid:332), expense
reimbursement, or honorarium, as de(cid:302)ned by RSA 15-B, to any elected o(cid:312)cial, public o(cid:312)cial, public
employee, cons(cid:415)tu(cid:415)onal o(cid:312)cial, or family member of any such o(cid:312)cial or employee who shall select,
evaluate, or award the RFB.
Furthermore, a signed response signi(cid:302)es that any terms and/or condi(cid:415)ons that may be or have been
submi(cid:425)ed by the Vendor are speci(cid:302)cally null and void and are not a part of this bid invita(cid:415)on or any
awarded purchase order, even if said terms and/or condi(cid:415)ons contain language to the contrary.
The form P-37 Contract a(cid:425)ached hereto shall be part of this bid and the basis for the contract(s). The
successful Vendor and the State, following no(cid:415)(cid:302)ca(cid:415)on, shall promptly execute this contract form, which
is to be completed by incorpora(cid:415)ng the service requirements and price condi(cid:415)ons established by the
vendor's bid.
LIABILITY:
This RFB does not commit the Agency to award a contract. The Agency reserves the right, at its sole
discre(cid:415)on, to reject any and all bids.
The State shall not be held liable for any costs incurred by Vendors in the prepara(cid:415)on of bids or for work
performed prior to contract issuance.
IF AWARDED A CONTRACT
* The successful Vendor shall complete the Agreement State of New Hampshire Form #P-37.
* Provide cer(cid:415)(cid:302)cate of insurance indica(cid:415)ng the coverage amounts required by Sec(cid:415)on 14 of the
Form Number P-37.
* Provide proof of su(cid:312)cient workers' compensa(cid:415)on insurance coverage or evidence of exemp(cid:415)on
from RSA Chapter 81-A.
* If the successful Vendor is a corpora(cid:415)on, limited liability company, or other limited liability
business en(cid:415)ty, then provide a current cer(cid:415)(cid:302)cate of good standing issued by the NH Secretary of
State or, for a newly incorporated, formed, or registered en(cid:415)ty, a copy of the appropriate
registra(cid:415)on document cer(cid:415)(cid:302)ed by the NH Secretary of State

Statewide Bridge Cleaning and Washing will be provided at the bid prices below in accordance with the
terms and conditions of the AGREEMENT (Form # P37) including the Special Provisions in Exhibit A and
the Scope of Work in Exhibit B.
The contractor shall be reimbursed as follows:
1. For one mobilization to the State of New Hampshire per calendar year to complete the work
outlined in Exhibit B
2. For the square foot of bridge washed as indicated on bridges listed in Appendix B. If the bridge
is not listed, the area shall be calculated by measuring the width from outside of curb to
outside of curb and length from centerline of bearing to centerline of bearing along the
centerline of the roadway, rounded to the nearest whole foot. A bridge will be considered
complete and eligible for payment when cleaning and washing work is completed on all bridge
elements outlined in Exhibit A.
3. No additional compensation will be due the contractor for pre-work site visits, developing a
work plan or for labor and equipment to execute the work.
Payment will be made within thirty (30) days from the date of receipt of invoice. Invoices shall be rendered
as work is completed, or monthly.
The maximum contract amount is $1,500,000 ($750,000 per fiscal year). The exact amount will be based
on the actual contract usage.

EXHIBIT "A" - SPECIAL PROVISIONS
1. Bidders need a minimum of 5 years of relevant work experience working on bridges and divided
highways at:
a. a minimum of three separate agencies or,
b. a single client for a minimum of three years
References for these requirements must be submitted with the bid.
2. Upon agreement of both parties' additional bridge assets belonging to the Department of
Transportation may be added to the contract.
3. The State of New Hampshire reserves the right to remove or add bridge locations from the
project at the price quoted in the bid with the remaining locations serviced at the individually
quoted prices.
4. Any failure of the contractor to meet the requirements of this contract shall constitute an event
of default and provide justification for the contracting agency to immediately terminate the
contract.
5. This contract requires performing duties in potentially adverse working environments, which
may include exposure to all types of weather and work at heights.
6. All work shall be conducted so as to interfere as little as possible with the Department of
Transportation business and to limit inconvenience to the traveling public. Except for
emergencies or without prior approval from the Department, the work shall occur during the
hours described in the attached Traffic Control Plan (TCP).
7. The Bureau of Bridge Maintenance operates in accordance with the Department of
Transportation's Environmental Policy, which seeks to minimize or eliminate negative impacts to
the environment. The contractor shall conduct their work in a manner consistent with this
policy.
8. The contractor shall conduct his work activities in a safe manner so as to protect Bureau of
Bridge Maintenance personnel as well as the public. The contractor, at their own expense, shall
furnish safety devices and take other precautions whenever required to protect life and
property. Safety devices described in the Traffic Control Plan shall be used as described therein.
9. This form contract (Form P-37, attached), shall be completed by incorporating the service
requirements and price conditions established by the contractor's proposal and shall be
promptly executed by the successful bidder and the State of New Hampshire following
notification of award. This contract form shall be part of all proposals and may not be omitted,
waived, or modified

10. All specifications and descriptions found in the Special Provisions on Bridge Washing found in
Exhibit A and the Traffic Control Plan in Exhibit B shall apply.
