City of Belleville- West Plant Outfall Replacement

Sealed Bids for the construction of the Belleville West Plant Outfall will be received,  by the City of Belleville at 101 S Illinois St, Belleville, IL 62220 until 09-14-2026 at 10:00 AM  (local time) at which time the Bids received will be  publicly  opened and read. The Project consists of constructing the removal and replacement of the West Plant outfall and associated site restoration.

Bidding Documents also may be examined at Southern Illinois Builders Association, 1468 North Green Mount Road, O'Fallon, IL 62269 ; on Mondays through Fridays between the hours of 8:00AM to 4:00 PM ; and the office of the Engineer, Thouvenot, Wade & Moerchen, Inc. 4940 Old Collinsville Rd, Swansea, IL 62226, Tel. No. on Mondays through Fridays between the hours of 8:00AM to 4:00 PM .

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of ??$40.00?? for each set, ??$50.00?? if mailed. Checks for Bidding Documents shall be payable to “Thouvenot, Wade & Moerchen, Inc.” The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bidding Documents may be electronically obtained from the Issuing Office, Thouvenot, Wade & Moerchen, Inc. (TWM, Inc.) 4940 Old Collinsville Road, Swansea, Illinois, Tel. No. 618.624.4488. The Bidder should contact TWM, Inc. to register to obtain electronic files. Following registration, portable document format (PDF) files will be provided. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office.

Per City of Belleville Ordinance, the successful bidder will be required to execute a Project Labor Agreement with the Southwestern Illinois Building Trades Council for this project.
