Sealed Bids will be received up until 2:00 P.M. on December 5, 2024 by the City of Taunton, Office of Economic and Community Development, Taunton, MA 02780, from only those Contractors eligible to bid and at that place and time shall be publicly opened and read aloud.
Bids will be valid only when accompanied by (1) a Certificate of Eligibility issued by DCAMM showing that the Contractor has been approved to bid on projects of this size and nature and (2) an update statement summarizing the Contractor’s records for the period between the latest DCAMM Certification and the date the Contractor submits its bid.
Each Bid shall be accompanied by a Bid Deposit in the form of a Bid Bond, Certified Check, Treasurer’s Check, or Cashier’s Check issued by a responsible bank or trust company payable to the City of Taunton in the amount of five per cent (5%) of the total Bid amount. The Bid Deposit shall be satisfactory to the Awarding Authority and conditioned upon the faithful performance by the Principal of the agreements contained in the Bid.
Copies of the Bid Documents will be available to view and download from the City’s website at; https://www.taunton-ma.gov/Bids.aspx . Bid information and postings may be found on the City’s website. The award of the Contract or rejection of all bids will be made within thirty (30) days (Saturdays, Sundays, and legal holidays excluded) after the opening of bids and no Bidder may withdraw his bid within this period of time. Bids may be withdrawn only if requested in writing previous to the opening. All Bids for the project are subject to the provisions of the Massachusetts General Laws Chapter 149. Minimum labor rates have been established for the project by the Commissioner of Labor and Industries for the Commonwealth of Massachusetts and the federal Davis-Bacon provisions as set forth in the Contract Documents.
The City of Taunton reserves the right to waive any minor informalities, to cancel this bid, or to reject any and all bids, in whole or in part, if it is deemed to be in the best interest of the City. Each individual or firm recorded as having requested a set of Project Documents will be electronically notified via email when addenda are issued. It is the sole responsibility of the bidder to review all ADDENDA prior to bid opening. After bid opening, a bidder may not change the price or any other provision of the bid in the manner prejudicial to the interest of the City or fair competition. No bidder may withdraw a bid thirty (30) days after the actual date of the opening of the bids. The City may waive information or allow the bidder to correct them. General Bid and filed-sub bid forms are bound in this Project Manual.
A non-mandatory Pre-Bid meeting will be held at the Site on November 12, 2024 at 10:00am. Although not mandatory, the attendance of the pre-bid is highly encouraged. Each General Bid shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security in the amount of five percent (5%) of the bid. Wage rates for this Project are subject to minimum wage rates as per M.G.L., Chapter 149, Section 26 to 27 H inclusive. Refer to Appendix A. The bidding and award of the Contract shall be in full compliance with Chapter 149, Sections 44A-44J of the General Laws of the Commonwealth of Massachusetts as last revised
