REQUEST FOR PROPOSAL (RFP)
COURTHOUSE SECURITY SERVICES
The County of Osceola is requesting sealed proposals for security services for the Courthouse in
Reed City, Michigan.
PART 1 - GENERAL INFORMATION
1.1 Purpose
The County of Osceola is requesting proposals from qualified vendors to provide security at
the Courthouse Building located at 301 West Upton Ave., Reed City, Michigan.
The proposal requires the vendor to provide one (1) armed uniformed security guard to work
at the public entrance.
1.2 Issuing Office
This RFP is issued by the County of Osceola, 602 W. Upton Ave., Reed City, Michigan.
Osceola County Administrator Tim Ladd is the point of contact for purposes of this contract.
1.3 Contract Award
Contract negotiations will be undertaken with the firm whose proposal shows them to be
qualified, responsible, and capable of providing the necessary services to Osceola County.
1.4 Incurring Costs
Osceola County is not liable for any cost incurred by any vendor prior to the fully executed
contract.

1.6 Addenda to the RFP
In the event it becomes necessary to revise any part of this RFP, the addenda will be provided
to all vendors who received the initial RFP.
1.7 Response Date
To be considered, the proposal must be submitted to:

Sealed proposals including the Bid Submission Form must be received on or before April
1st at 2:00 p.m. and clearly marked “RFP for Courthouse Security Services” wherein
they will be publicly opened. Vendors mailing proposals should allow normal delivery time
to ensure timely receipt of their proposals. It is the sole responsibility of the vendor to ensure
timely delivery of the RFP prior to the proposal due date and time. Proposals arriving after
2:00 p.m. will not be accepted unless waived by the Osceola County Administrator.
PART 2 - PROPOSAL
2.1 Proposal Format
All proposals should be presented in the following format:
1. Cover Letter - Introducing the firm and providing a brief synopsis of their
experience in providing the services being requested in the RFP.
2. Executive Summary - Briefly outlining the firm’s response to the RFP, their
qualifications and other pertinent information which might assist in the evaluation
of the proposal.
3. Contact Information - For RFP clarification or additional information to include
name, address, phone, fax, and e-mail.
4. Vendor’s Experience - The firm should list at least three (3) references from
customers they have provided security services. Proposals should include in this
section a listing of qualifying experience, including the name of the customer and
the number of years of providing service to the customer. Additionally, include the
name, address, and phone number of the responsible official of the client
organization who may be contacted.
5. Vendor’s Insurance Requirements - Vendor shall furnish Osceola County with
certificates of insurance indicating proof and level of insurance in the following
areas:
a. Workers Compensation - workers compensation coverage as required by
applicable state law.
b. Comprehensive General Liability - comprehensive general liability insurance
in the amount not less than $1,000,000.00 and $5,000,000.00 in the aggregate.
Insurance coverage shall be furnished by a commercial insurer licensed to do
business in Michigan and acceptable to Osceola County. The insurance policies
shall name Osceola County as an additional insured and shall be written on a
primary, non-contributory basis.
Court Security Provider shall provide Osceola County at least thirty (30) days
advance written notice of any threatened or actual cancellation or termination of
any of these insurance policies. Upon execution of this agreement, Court Security
Provider shall provide Osceola County with evidence that Provider has all of the
coverages stated above.
6. Indemnification - Required Specific Provisions
a. Court Security Provider shall indemnify, defend and hold harmless Osceola
County, and all divisions thereof, it’s officials, officers, elected officials,
agents, representatives, employees and members from and against any and all
claims, causes of action, demands, fines, liabilities, losses, judgements, costs
and expenses (including reasonable attorney’s fees and expenses, expert
witnesses and other consultants arising out of or related to the negligent or
wrongful acts or omissions): of Osceola County, it’s elected official, officers,
employees, contractors, or volunteers, whether directly or indirectly, in
connection with or arising out of the performance of this agreement; and for
any damages which may be asserted, claimed, or recovered against or from
Osceola County or by reason of personal injury, including bodily injury or
death and/or property damage, including loss of use thereof, which arises out
of, or is in any way connected or associated with this contract.
b. Osceola County shall promptly notify Court Security Provider of any claim,
cause of action, demand, fine, liability, loss, judgement, cost or expense for
which Osceola County claims entitlement to be held harmless, indemnified or
defended pursuant to this paragraph.
c. Osceola County waives any right of recovery of insured claims by anyone
claiming through them, by way of subrogation or otherwise, including their
respective insurers.
d. This waiver remains effective despite either party’s failure to obtain insurance
in accord with this contract. If either party’s failure to obtain insurance, it
bears the full risk of its own loss.
7. Litigation History - The vendor shall disclose any and all litigation history
involving the delivery of security services and the resulting court decisions or
settlements.
2.2 Proposed Scope of Services
Vendor will arrange and bear the cost of the following security services:
a. It is required that one (1) armed uniformed security person work each weekday,
Monday through Friday, with holidays off. County offices are closed 14.5 holidays
per year.
b. Security person will be working 8:15 a.m. to 5:15 p.m. Security will arrive at 8:15
a.m. and do a walk through of the courthouse to assure there are no issues or threats
prior to the opening of the building at 8:30 a.m. Security will assure all public has left
the courthouse prior to leaving at the end of day. Courthouse closes to the public at
5:00 p.m.
** Security person’s duties include, but are not limited to the following: **
Access Control & Entry Monitoring
Control and monitor all public entry points.
Ensure all visitors enter through designated screening checkpoints.
Prevent unauthorized access through restricted or staff-only entrances.
Maintain orderly lines and manage crowd flow during busy periods.
Verify courthouse hours and restrict entry after closing time (unless authorized).
Identification & Authorization
Request and verify valid identification when required.
Confirm appointments, court dates, or official business if applicable.
Issue visitor badges or passes according to courthouse policy.
Ensure contractors, media, or vendors have proper credentials.
Log visitor information as required by security procedures.
Weapons Screening Procedures
Instruct visitors to remove metal objects (keys, belts, phones, coins, etc.).
Direct individuals through walk-through metal detectors.
Operate and monitor metal detection equipment.
Use handheld metal detector wands when alarms are triggered.
Inspect bags, briefcases, purses, and packages using:
o X-ray scanners (if available).
o Manual bag searches (following policy and legal guidelines).
Identify prohibited items (firearms, knives, pepper spray, explosives, tools, etc.).
Secure confiscated items according to policy or deny entry if necessary.
Follow specific procedures for authorized law enforcement personnel carrying
weapons.
Handling Prohibited Items
Clearly explain courthouse prohibited-item policies to visitors.
Provide options when available (e.g., returning items to vehicle).
Safely secure surrendered items in accordance with regulations.
Document incidents involving confiscated weapons or dangerous items.
Immediately notify law enforcement if illegal weapons are discovered.
Behavioral Observation & Threat Detection
Observe visitors for suspicious behavior, nervousness, or aggression.
Watch for signs of concealed weapons.
Identify individuals under the influence of drugs or alcohol.
Monitor for escalating disputes or emotionally distressed persons.
Report potential threats immediately.
De-escalation & Conflict Management
Maintain a calm, professional demeanor at all times.
Use verbal de-escalation techniques when conflicts arise.
Enforce rules respectfully and consistently.
Avoid physical confrontation unless necessary and authorized.
Request backup when a situation escalates beyond control.
Emergency Response Duties
Respond immediately to alarms or security breaches.
Follow active threat protocols if a weapon is discovered.
Initiate lockdown procedures if required.
Contact local law enforcement or courthouse deputies when necessary.
Provide first aid or CPR if trained and required.
Assist in evacuation during fire alarms or other emergencies.
Communication & Coordination
Maintain communication with:
o Court deputies.
o Law enforcement officers.
o Other security personnel.
Use radios and communication devices properly.
Report suspicious incidents promptly.
Provide clear instructions to the public during emergencies.
