General Notice
The Town of Clayton (Owner) is requesting Bids for the construction of the following Project:
Street Rehabilitation Project
700-2027-OPER-03
Bids for the construction of the Project will be received at Town of Clayton Town Hall, located at 111 E.
Second St., Clayton, NC 27520, until Thursday, September 3, 2026, at 2:00 PM local time.
All visitors to Town Hall are required to sign in upon entry; therefore, bidders should plan accordingly
to allow sufficient time to complete the sign-in process and ensure bids are submitted before the stated
deadline. A designated Town staff member will be stationed in the main lobby to accept bids prior to
the deadline. Bids received after the stated time will not be accepted.
Each bid will be date- and time-stamped upon receipt. At the deadline, the designated staff member
will immediately deliver all timely received bids to the bid opening location. Bids received by the
deadline will be publicly opened and read aloud.
The Project includes the following Work:
Resurfacing, Patching and Repair of Town streets including ADA ramp replacement, utility
adjustments, thermoplastic striping and curb/gutter/sidewalk removal and replacement.
The Project shall be substantially complete no later than November 15, 2026.

required to register as plan holders at the designated site in order to download bidding, contract and
plan documents. The designated website may be updated periodically with addenda, lists of registered
plan holders, reports, and other information relevant to submitting a Bid for the Project. Bidders are
responsible for any information posted to the website subsequent to the initial posting.
All official notifications, addenda, and other Bidding Documents will be offered only through the
designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including
addenda, if any, obtained from sources other than the designated website.

Pre-bid Conference
A NON-MANDATORY pre-bid conference for the Project will be held on August 18, 2026, at 11:00 AM
local time at Town of Clayton – York Room, located at 111 E Second St., Clayton, NC 27520.
Attendance at the pre-bid conference is encouraged but not required. Only emailed questions received
prior to the time and date listed below, or questions received at the pre-bid meeting will be addressed.
All emailed questions must be received by 4:00 PM, Local Time on August 21, 2026. No questions or
requests for clarifications will be accepted after this time. Responses to questions will be issued in the
form of an addendum and issued by 2:00 PM, Local Time on August 24, 2026 (if needed) on
https://www.townofclaytonnc.org/Bids.aspx. The issuance of such written responses is the only official
method by which interpretation, clarification or additional information will be given by the Town. Only
requests answered by formal written responses will be binding. Oral and other interpretations or
clarifications will be without legal effect.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
