The City of Casper, Wyoming is seeking a qualified professional engineering firm to provide review,
opinion, and recommendations for the Drainage Study – Eagle Valley, Back 9 Subdivisions, dated April 9,
2026 (2026 Drainage Study). The specific nature of the scope of work for the project is outlined in this
Request for Proposals (RFP). Interested Consultants shall submit proposals which will be evaluated based
on qualifications and fees. Consultants shall have experience in overland storm drainage, piped storm sewer
systems, and stormwater management plans as well as experience in peer reviews of storm water studies.
Proposals shall be submitted to the City of Casper Engineering Division, 200 N. David Street, Casper, WY
82601 by May 20, 2026 at 4:00 p.m.
I. Introduction, Background and Objective
The area of land located south of Wyoming Boulevard and east of Casper Mountain Road in Casper,
Wyoming (approximately 120 acres) has primarily received residential development since 2006.
The area lies within the Casper Saint Mary’s Street Outfall Basin where existing overland drainage
flows south to north through inadvertent ponds and drainage easements to storm sewer pipe
conveyance within the developed portions of land. The City of Casper 2013 Stormwater Master Plan
(https://www.casperwy.gov/services/engineering/index.php#outer-489sub-494 Stormwater Master
Plan Final Report March 2013 Documents(Master Plan)) identifies P-EE27 as inadvertent
detention for the area.
Since 2006, the area has received several localized drainage studies which have analyzed the
affected basins’ pre-development and post-development conditions. These studies include the 2026
Drainage Study and are provided at the following link, and interested Consultants will need to be
granted access by the City of Casper:

The objective of the scope of work required of this Request for Proposals is to validate the 2026
Drainage Study and provide recommendation of the study’s adequacy to meet the needs of the
existing and proposed development within the 120 acres per City of Casper Standards, including,
but not limited to local Codes, Ordinances, regional and local stormwater best practices, Casper’s
Master Plan, and Stormwater Management Design Manual (See

dropdown). Included in this objective are the requirements to provide a professional engineer’s
opinion of the 2026 Drainage Study’s adequacy and recommendations additional to the 2026
Drainage Study (if the recommendations of the 2026 Drainage Study are to be accepted). The
Consultant shall use hydrologic and hydraulic methods meeting City of Casper Standards.
II. Scope of Services
Task No. 1. The Consultant provide a minimum of one (1) site visit to collect photos and acquire
any necessary data required for their work. This includes a full inventory of existing and proposed
stormwater infrastructure directly upstream, within, and downstream of the area. This task includes
one (1) additional meeting to take place with City Staff prior to the Consultants’ site visit.
Task No. 2. The Consultant shall perform a full comprehensive review of the 2026 Drainage Study,
Area Drainage Studies, and City of Casper Standards.
Task No. 3. The Consultant shall collect and review all information pertinent to the project. The
Consultant shall communicate with City staff to determine the degree to which the available
information are relevant and can be incorporated into the project. The Consultant shall make
recommendations as to the additional information the City and/or consultant may need to collect to
effectively meet the objectives of the project. The consultant shall also develop a data collection
plan to obtain missing stormwater infrastructure data including storm sewers, channels, detention
ponds, etc.
Task No. 4. The Consultant shall perform a hydrologic and hydraulic analysis of the typical flow
paths (piped or open channel) within the basin directly impacting the area (unit hydrographs for
basins being studied shall be accomplished using the Colorado Urban Hydrograph Procedure
(CUHP) or an alternate method proposed by the consultant and approved by City Staff AND
Hydrologic modeling shall make use of the rainfall data obtained from the Rainfall Frequency Atlas
of the Western United States (Volume II – Wyoming)). A comparison of the findings with the 2026
Drainage study and Area Drainage Studies shall be provided and incorporate 5, 10, 50, and 100-
year design storms. Floodways and floodplains shall be included as well as if and what detention
would be required.
Task No. 5. The Consultant shall provide a draft technical memo with the information of all Tasks.
The draft technical memo shall be sealed and stamped by a Wyoming Professional Engineer and
include an opinion as to if the 2026 Drainage Study’s recommendations are adequate to handle storm
events and prevent flooding that would be considered unsafe to life and properties and if City
Standards are met. The Consultant shall provide any additional recommendations for needed

drainage improvements to meet safety including City Standards. One (1) meeting with City Staff
and the Consultant shall be included after submission of the draft technical memo for review and
comment. After this meeting and upon all comments being included into the draft technical memo,
a final draft technical memo shall be provided to City Staff via email in both Adobe PDF and
Microsoft Word. All supplemental pictures/images, CAD drawings (.dwg or other), data, and files
shall be provided to the City via a Microsoft Sharepoint folder provided to the Consultant by the
City.
Task No. 6. If the Consultant finds recommendations differing substantially from the 2026 Drainage
Study, the Consultant shall coordinate, plan, schedule, and assist the City in facilitating and
managing a public meeting with the businesses and residents. The intent of the meeting shall be to
inform local property owners in the area of the RFP process, its objectives, process taken in
achieving all RFP Tasks, and the new findings.
III. Engineering Fee
In submitting a proposal for this project, the Consultant shall prepare and enclose In A Separate
Sealed Envelope one (1) detailed fee schedule with an upset amount for each fee schedule as
covered by the Scope of Services in this RFP. The selection of a Consultant to provide services for
this RFP shall be based on professional qualifications-based criteria, and only the fees of the
Consultant selected based on qualifications will be opened.
The engineering fee shall be based on estimated Scope of Work costs, time and material, including
hourly rates for technical personnel, and reimbursables, with an upset amount. The fee schedule
shall include all costs indicated in the Scope of Work. If at any time during the term of this contract
it appears that the upset amount will be exceeded, the Consultant shall immediately notify the
Engineering Division of the Casper Public Services Department staff and provide a complete
statement justifying the anticipated change in the contract fee. An amendment authorizing any
increased fee can only be approved by the City Council. The amendment must be approved before
the commencement of any additional work. The Consultant shall be responsible and responsive to
the City in its requests and requirements within the scope of this proposal and shall confer with and
be guided by the directives of the City through the office of the City Manager or their designated
representative.
IV. Timetable
Following is the tentative timetable for this RFP*:

The submittal of a proposal will be an indication that the Consultant has no problem in keeping this
schedule.
V. Meetings
The Consultant shall attend any special meetings with the City Manager or City staff, relating to the
performance of this contract.
VI. Contract
The Consultant will be required to sign a contract with the City relating to the work to be performed.
Such contract shall include, but not necessarily be limited to, the following articles: method of
compensation, time of performance, subcontracts, duties of the consultant, termination of the
contract, ownership of material, changes, ADA, EEO, EPA, Sam.gov status, submission of material,
and obligations of the City.
VII. Selection
The selection of the consulting firm will be based upon project team qualifications, team
management/organization, demonstrated experience, willingness to meet time requirements, no
conflicts of interest, and fees. No prospective proposer shall withdraw their proposal for a period of
sixty (60) days after the deadline for proposal submittals. In making a proposal, the Consultant
hereby certifies that they have reviewed this RFP and is familiar with all conditions contained
therein.
VIII. Conflicts of interest
The Consultant shall be free from any actual or perceived conflicts of interest and must not have
any existing or planned financial, professional, or personal relationships with property owners,
developer, or residents within the area that could compromise impartiality. The Consultant shall
disclose any potential conflicts immediately, and the City reserves the right to determine
acceptability or require mitigation measures, including disqualification.

IX. General
A. Additional Information.
In addition to the items addressed in the Scope of Services, the following information relating to the
consultant's qualifications is required. The Consultant shall submit one (1) PDF copy of the non-
priced technical proposal via email to asveda@casperwy.gov, dcoakley@casperwy.gov, and Cc:
kjohnston@casperwy.gov.
1. The consulting firm's name, address, and telephone number.
2. Types of services which your firm is qualified to provide.
3. Names of key personnel, the experience of each available for this project, each key personnel’s
proposed work load and availability towards this project.
4. Names and addresses of outside consultants or associates which will be retained for assistance.
5. Number and type of current projects for which the firm is principal engineer.
6. Recent list of completed projects most similar to this project, including key contacts and
references, approximate budget, and other pertinent information.
One (1) PDF Engineering Fee proposal with upset shall be emailed with the digital PDF of the non-
priced technical proposal. The envelope containing the price proposal shall be labeled “THIRD
PARTY REVIEW, OPINION, AND RECOMMENDATIONS OF DRAINAGE STUDY – EAGLE
VALLEY, BACK 9 SUBDIVISIONS – PRICE PROPOSAL”. The price proposal shall be signed
by an authorized representative of the Consultant offering the proposal.
