SUBJECT
Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Radio Frequency (RF) Amplifier, NSN 5996-01-268-4644EW, PN 439854-2.
ITEM DESCRIPTION
The RF Amplifier within the ALQ-161 Electronic Warfare System is a critical component designed to increase the power of incoming RF signals, enhancing the system’s ability to detect, analyze, and respond to enemy threats. This amplifier operates within a specific frequency range and is responsible for increasing the amplitude of weak RF signals, improving signal to noise ratios. This amplifier contributes to the systems sensitivity and range, allowing it to effectively identify and process electronic signals during flight.
IMPEDIMENT TO COMPETITION
The original equipment manufacturer (OEM) for this item is L3Harris Technologies, Inc. (CAGE 00752). L3Harris maintains the RF Amplifier by part number. The Government does not own the data, drawings, schematic or any other technical data in support of this requirement. As a result, L3Harris is the only known source with adequate knowledge of the circuit card design and performance requirements. L3Harris is the only known manufacturer that owns the required technical data and that has capabilities needed to produce this item and ensure compatibility of the asset within the ALQ-161. Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues may be present due to the length of time since last procured.
INTEREST
The DLA/AWB Contracting Office intends to award a sole source contract to L3Harris for the manufacture of the RF Amplifier. Interested parties may identify their interest and capability to respond to the requirement no later than 25 Oct 2024, by emailing Daniel Gochenaur at daniel.gochenaur.4@us.af.mil and/or April Walls at april.walls@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
