1. INTRODUCTION
Your firm is hereby invited to submit a written statement of qualifications to provide
professional and engineering services related to the design and permitting of stabilization
measures for the Morgan Creek bypass channel at the Mason Farm Wastewater Treatment
Plant (WWTP) and dredging of the channel as indicated in Sections 2 through 4 below.
OWASA will conduct a Qualification-Based Selection process to identify the best qualified
firm, or team of firms, with which to negotiate a contract. All firms submitting
qualifications must have demonstrated experience and expertise the hydraulic analysis of
channels, floodplain and floodway modeling, and in the design and permitting of channel
stabilization and channel dredging.
To be considered, responses to this RFQ must be received by 2:00 p.m. EST on Tuesday,
January 13, 2026. Refer to Section 5 – Submittal Requirements for details.
2. OBJECTIVES
The objective of this project is to provide profession and engineering services to stabilize
erosion and scour on the banks of the Morgan Creek bypass channel on the south side of
the Mason Farm WWTP. During Tropical Storm Chantal, erosion occurred on the banks
of the channel and a post storm inspection noted that there is significant streambank
instability along the bypass channel. At the eastern end of the bypass channel, near where
the channel rejoins Morgan Creek, deposition has occurred within the channel, reducing
the flow area.
3. BACKGROUND AND DESCRIPTION
The Morgan Creek Bypass channel is located along the south side of the Mason Farm
WWTP and allows a portion of stormwater flow in Morgan Creek to flow on the south side
of the plant. The manmade channel has some slopes armored with rip rap, but others are
not armored. During Tropical Storm Chantal in July 2025, high flows and flooding
occurred in the Morgan Creek drainage basin. Portions of the Bypass channel slopes
experienced erosion and deposition occurred in the eastern end of the channel near where
it rejoins Morgan Creek. OWASA’s goal is to stabilize the side slopes of the channel and
create stable banks. OWASA also wants to evaluate if the deposition in the channel should
be removed, and if so, design and contract for the removal of the material and restore the
channel dimension.
4. SCOPE OF SERVICES
The engineering services required for this project are expected to be completed to meet the
objective outlined above and in general accordance with a scope of services as needed to
accomplish the tasks listed below. However, the final scope of services will be negotiated
with the selected engineering firm and may include modified and/or additional tasks.
1. Engineering services may include the following tasks:
a. Hydraulic analysis of the Morgan Creek Bypass channel.
b. Evaluation of erosion on the channel slopes. Prepare a recommendation,
with estimate of cost, to stabilize the channel slope.
c. Evaluation of deposition in the channel and recommendation for
improvements.
d. Develop plans and specifications for channel stabilization and dredging.
e. Prepare and submit permits for the project as need from Federal, State, and
Local agencies and authorities.
f. Assist OWASA with bidding the construction work and make a
recommendation of award.
g. Provide construction phase services to monitor the contractors work and to
insure compliance with the design and permits.
5. SUBMITTAL REQUIREMENTS
Responses to this RFQ must be received by OWASA no later than 2:00 p.m. EST on

PDF submittals shall be letter-size format and limited to a maximum of 6 pages. The
total page count excludes the cover, cover letter, title sheets, dividers, and resumes.
Statement of Qualifications will be assessed on the following:
a) Project Team: list the proposed project team members, including sub-consultants
(if any), identifying their respective roles on the project. Each proposal shall
identify the primary contact and include resumes or relevant experience summaries
of key team members. The firm must have relevant experience with floodplain
modeling, stormwater channel design, channel stabilization methods, dredging, and
permitting of work associated with this project.
b) Team Experience: provide examples of previous, similar projects that the project
teams have completed or have in progress.
c) Project Approach: describe your proposed approach to accomplish the work
outlined in the Scope of Services above.
d) Project Schedule: provide schedule information, assuming Notice to Proceed is
issued on March 2, 2026.
6. SELECTION PROCESS
All questions regarding this Request for Qualifications must be emailed to Steven Bailey
at sbailey@owasa.org on or before January 5, 2026. Questions submitted after this date
will not be considered.
OWASA intends to select a firm on a qualifications basis within three weeks of receiving
the responses to this RFQ.
OWASA reserves the right to reject any and all proposals, to waive any and all formalities,
and to disregard all nonconforming or conditional submittals.
If OWASA cannot reach an agreement with the initially selected firm, OWASA will then
proceed to negotiate with other firms that submitted qualifications or will reissue the RFQ.
7. OWASA POINT OF CONTACT
Steven Bailey will be OWASA’s primary point of contact for all consultant selection
matters relating to this project.
8. SUPPLEMENTAL INFORMATION
