ATTACHMENT A, STATEMENT OF WORK

The Pennsylvania Game Commission & The Bureau of Law Enforcement 2001 Elmerton Avenue, Harrisburg, PA 17110

Objective:

The Pennsylvania Game Commission (PGC) & The Bureau of Law Enforcement (BLE) is seeking a qualified Radio & Vehicle Maintenance Services installer/dealers to provide Law Enforcement vehicle upfits of agency-provided, as well as procure their own components and radio equipment for installation and repair services at the bid-awarded supplier's premises. This is in continuation of an ongoing project to upfit the agency's entire Law Enforcement patrol vehicle and Law Enforcement Supervisor vehicle fleet and is anticipated to extend from fiscal year (FY) 26 to FY27 with the option for project renewal for an additional five years pending PGC, Vendor and (Department of General Services (DGS) approval. Law Enforcement Vehicle Build and Upfit Specifications are included in Attachment B, Project / Vehicle Specs & Typicals

The repair and upfitting services are expected to commence around 1 July 2026 and continue until 30 June 2027, with a project renewal taking place close to the conclusion of FY26 to facilitate continuity of work beginning on 1 July 2027 for FY27. The Radio & Vehicle Services supplier must work with PGC, BLE, and DGS staff for a timeline of execution for installing the upfits into the vehicle fleet (e.g. one truck per week). Pre-installation meeting(s) will be scheduled with the awarded suppliers upon completion of a fully executed purchase order to coordinate activities and establish a detailed timeline project execution.

To support timely transport of vehicles and materials, a service radius requirement applies to each regional line item. Interested Bidders must maintain a physical service location within:

* 45 miles of the PGC Northcentral Regional Office (Jersey Shore, PA)

Importance of Service Radius

The service radius is established to ensure: * Operational efficiency - BLE transports dozens of vehicles annually; limiting travel distance minimizes downtime and accelerates completion rates. * Cost-control - Shorter routes reduce fuel usage, staff transport time, and towing costs. * Supply chain stability - Agency-provided parts (lighting, radios, consoles, etc.) must be delivered securely; proximity reduces risk of delays or damage. * Project throughput - Regular pickups/deliveries (e.g., two or more vehicles per week) require predictable, short-distance logistics. * Emergency responsiveness - BLE must be able to resolve unforeseen installation issues rapidly.

These factors ensure the awarded vendor can meet the production-line pace needed in a multi-region statewide upfit project. Allocations of required upfitting services for each region organized by vehicle type, purpose and line-item number designation are included in Attachment D, Regional Service Radius & Vehicle Allocation Matrix. Interested bidders operating out of multiple shop locations may bid on one or more-line items but must detail in their bid submission the locations of their facilities, weekly output capabilities and facility security. Please refer to the regional allocation list prior to bid submittal so interested bidders are aware of region-specific scope and work encumbrances.

The PA Game Commission will coordinate with its Administrative Bureau's Chief of Office Services Ron Muth and Project Manager Telecommunications Specialist II, Mike Watkins to facilitate transport of BLE fleet vehicles for upfitting to the awarded supplier's premises and arrange for the return of the completed vehicles to the PGC Harrisburg HQ to allow for more seamless installation production line. Chief Muth as well as Project Manager - BLE Telecommunications Specialist II, Michael Watkins, will be available daily to address technical and logistical concerns as they may arise.

The awarded suppliers will have access to Harrisburg HQ, and Regional Officer garage bays and loading docks and will need to coordinate activities with the Chief of Office Services or Regional Office Law Enforcement Supervisor.

The awarded Supplier is required to comply with the vehicle upfit design, procure and install agency-provided radio telecommunication systems, agency-provided lighting packages, and other ancillary goods and services described in the Invitation for Bid (RFB), in accordance with this Statement of Work, specifications, drawings, and typicals per the following:

Nature and Scope of the Project:

The Commonwealth intends to award a Purchase Order to the Supplier based upon the "Best Value Determination (BVD)" process. The awarded Supplier shall be responsible for the complete design, procurement of materials not supplied by the PGC, and installation necessary to provide the vehicle upfits as specified in the project drawings and specifications as noted in this RFQ. In addition, the awarded Supplier is also responsible for pre-order field-measure verification, design/order placement and post order follow-up.

Following selection of Suppliers, PGC, BLE, DGS and the awarded Suppliers will meet to finalize execution timelines, performance expectations and any other modifications needed to the specifications for the installation and procurement service not specified in this SOW. A revised Purchase Order will be issued if necessary.
