Video Management System
3.0 Information Requested
3.1 Background
The City currently operates approximately 220 cameras across multiple facilities and
expects this number to exceed 300 by 2027. Devices include fixed, PTZ, multisensor,
and license plate recognition cameras. The City uses the Ocularis Video Management
System today and is planning a transition to an environment standardized on Axis
cameras. Due to bandwidth constraints, the City relies on an on-premises or hybrid
architecture with distributed recording across multiple locations. The Information
Technology Department centrally manages this infrastructure in support of operational
needs across public safety departments.
3.2 Scope of Work
The purpose of this RFI is to better understand available technologies, capabilities, and
vendor approaches that can support the City's long-term modernization, cybersecurity,
and scalability goals. A future VMS must enable multi-site viewing, advanced video
search (including vehicle and people detection), role-based access control, secure
remote access, and CJIS-aligned logging, retention, and auditing. The City is also
seeking robust video analytics, camera-health monitoring, system performance
dashboards, and efficient evidence export workflows. Integration with existing
systems-such as Hirsch Velocity, Lenel OnGuard, ESRI GIS, and potentially Versaterm
CAD/RMS-is an important consideration. Feedback from this RFI will assist the City in
refining technical specifications and in evaluating options for a secure, resilient, and
interoperable public safety video management platform.
* On-premises or hybrid architecture. Due to bandwidth constraints, the City will
not use the cloud for primary recording storage.
* Support for fixed, PTZ, multi-sensor, and LPR cameras.
* ONVIF-compliant device support. The city standard is Axis cameras.
* Event- and motion-based recording.
* Able to support a distributed recording architecture at multiple City locations to
minimize multiple-hop network traffic.
* Video search capabilities that include vehicles and people. The ability to use
plain-word contextual search is a plus. Video playback should support viewing
multiple cameras at once.
* Role-based access control with granular permissions.
* Multi-site viewing capabilities.

Video Management System
* Video playback with timeline scrubbing, bookmarking, and clip export.
* Access control and intrusion system integration. The City currently uses Hirsch
Velocity and Lenel OnGuard for access control and alarm monitoring.
* License Plate Recognition (LPR) capability, including the ability to search multiple
cameras at once. Hotlist alerting is also wanted.
* CJIS compliance features including: logging, retention, encryption, usage, and
access auditing. This information must be provided in searchable and reportable
formats.
* Multi-factor authentication. The City currently uses MS Entra and Okta for MFA.
* Secure remote access via VPN, a secure webpage, or a mobile app.
* Bandwidth management and video stream optimization.
* Remote camera health monitoring and automated alerts to include tampering or
camera health failure.
* System performance dashboards.
* 24/7 support options and vendor SLAs.
* Training for operators, dispatchers, investigators, supervisors, and IT staff.
* Video analytics including motion detection, object detection, people counting, and
zone intrusion.
* Situational mapping across city infrastructure. Integration with ESRI GIS tools.
* H.264, H.265, and AV1 codec support.
* Evidence.com/AXON compatibility for exported video.
* Video wall and multiscreen display support.
* Video recorders will be provided and warranted by the manufacturer.
* Bonus: Ability to add temporary or portable camera devices.
* Bonus: Ability to add drone footage to the system using protocols such as RTMP,
RTSP, and HLS.
* Bonus: CAD/RMS integration (alerts, incident tagging, and automated clip
linking). The Police Department is using Versaterm CAD/RMS.
