Summary



The Ohio Department of Natural Resources, Division of Oil & Gas Resources is accepting bids to complete a water study in Washington County, Ohio.

Name or Title of the Service or Supply : Washington County Water Study

Scope of Work:
During the term of the Contract, the Contractor will provide the services necessary to sample private water wells within a one-half mile radius area of review (AOR) of 10 oil and gas wells and 4 saltwater injection wells permitted under Chapter 1509 of the Ohio Revised Code (ORC).  A total of 54 water wells are believed to be located within the 14 AORs and have been identified through a records search. Water samples from the private water wells identified by the Division and any additional water wells identified by the Contractor’s field reconnaissance shall be collected and analyzed for general chemistry, metal, and non-metal parameters as listed in the Sampling & Analysis Plan.  Each water well will be characterized by GPS location, photographs, and sampling. The samples shall be analyzed by a laboratory that is certified by the Ohio EPA or the National Environmental Laboratory Accreditation Program (NELAP). The Contractor will keep the Division apprised of any data variances or elevated parameters of concern during sampling. Based on these determinations and review with the Contractor, the Contractor may be asked to extend the area of review or resample to confirm results.

F.O.B. DESTINATION/PRE-PAID/ALLOWED. The Contractor must provide Deliverables under this Contract F.O.B. Destination/Pre-Paid/Allowed. The place of destination will be specified by the Ordering Agency on the agency’s purchase order or other ordering document. Cost of the freight must be borne and paid by the Contractor unless otherwise stated.

All risk of loss, regardless of the cause, will remain with the Contractor until title to the Deliverable passes to the State. Unless otherwise provided in this Contract, the State will determine whether the Contractor provided each Deliverable required in this Contract and has fully met all work requirements of this Contract. Title to any Deliverables will pass to the State on Acceptance of the Deliverable.

Contract Negotiations . Negotiations will be scheduled at the convenience of DNR. The selected Offeror(s) are expected to negotiate in good faith.

General . Negotiations may be conducted with any Offeror who submits a competitive Proposal, but DAS may limit discussions to specific aspects of the RFP. Any clarifications, corrections, or negotiated revisions that may occur during the negotiations phase will be reduced to writing and incorporated in the RFP, or the Offeror’s Proposal, as appropriate. Negotiated changes that are reduced to writing will become a part of the Contract file open to inspection to the public upon award of the Contract. Any Offeror whose response continues to be competitive will be accorded fair and equal treatment with respect to any clarification, correction, or revision of the RFP and will be given the opportunity to negotiate revisions to its Proposal based on the amended RFP.

Top-ranked Offeror . Should the evaluation process have resulted in a top-ranked Proposal, DNR may limit negotiations to only that Offeror and not hold negotiations with any lower-ranking Offeror. If negotiations are unsuccessful with the top-ranked Offeror, DNR may then go down the line of remaining Offerors, according to rank, and negotiate with the next highest-ranking Offeror. Lower-ranking Offerors do not have a right to participate in negotiations conducted in such a manner.

CONTRACT AWARD . DNR plans to award the Contract based on the schedule in the RFP, if DNR decides the Project is in the best interests of the State and has not changed the award date.
