Project Description: The City of Dallas (hereinafter referred to as “City”) invites you to participate in their requests for competitive sealed proposals (RFCSP) for Flexible Spending Account, Health Savings Account, COBRA, and Direct Bill administration services. A vendor's demonstrated commitment to excellent employee and employer service, employee access and self-service tools, mobile/digital apps, and meaningful and measurable performance guarantees will be key factors in The City’s final decision. The City is also seeking a vendor that is nimble and provides the highest level of customer service for it’s clients.
The purpose of the Request for Competitive Sealed Proposals (RFCSP) is to procure the following services:
• Flexible Spending Accounts (FSA) (Active Employees)
o Medical Flexible Spending Account (FSA)
o Limited Purpose Flexible Spending Account
o Dependent Care Account (DCAP)
 The City of Dallas provides a Childcare Subsidy to qualified employees toward their DCAP
• Health Savings Account (HSA) (Active Employees & Pre-65 Retirees)
• COBRA (Active Employees)
• Direct Billing Administration (Active Employees, Pre-65 and Post 65 Retirees)
The City of Dallas will consider the opportunity to bundle these services with one vendor for improved efficiency and will also accept individual proposals.
