Request for Qualifications for Alameda Aquatic Center Project

Nature of Work :

The City of Alameda has determined that all bidders on the Alameda Aquatic Center project must be pre-qualified prior to submitting a bid on the projects.

Number of Submittals and Signature :

Alameda Aquatic Center pre-qualification application should be submitted to the City of Alameda by 2:00 p.m. on Wednesday, December 17, 2025.

Evaluation and Rating:

The pre-qualification of Prospective Bidders will be determined by evaluation of the information submitted by Prospective Bidders. The City may verify any or all information provided in the completed Pre-qualification Package, consider information provided by sources other than the prospective bidder, and conduct such investigations as the City deems appropriate to assist in the evaluation of contractor's responsibility, qualifications and financial capacity.

If the Contract seeking pre-qualification has not been in business for the time period for which information is requested, it shall submit information on predecessor entities covering that time period.

All completed Pre-qualification Packages will be evaluated by an evaluation committee. The evaluation of the pre-qualification packages will be based on a Pass/Fail basis as well as a points-based rating system of rating contractors on objective criteria, based on the completed questionnaire, financial statements and relevant experience.

  1. Submission of a properly completed and signed Declaration
  2. Possession of valid California Contractors Class “B” License in good standing
  3. Meet bonding capacity requirements
  4. Meet insurance requirements
  5. Demonstration of General Contractor’s Comparable Experience
  6. Demonstration of Aquatics Sub-Contractor’s Comparable Experience
  7. Project Manager/Field Superintendent Comparable Experience
  8. No completion of work by Surety in the last 10 years
  9. Department of Industrial Relations current registration
  10. Department of Industrial Relations history
  11. Meet financial requirements.

The contract for construction of the Project may be awarded, if at all, to the responsible, pre-qualified Contractor submitting the lowest responsive bid. Neither issuing the Notice nor any other activity related to the pre-qualification process obligates the City to award a contract for construction of the Project to a particular Contractor, or at all.

The City reserves the right to reject any or all Pre-qualification Packages and to waive any

irregularities in any Pre-qualification Package submittal. The City reserves the right to determine that any Contractor is not qualified at any time before or after the Pre-qualification Packages are received and evaluated if it finds that information provided in the response to the Notice is materially inaccurate or false, or upon evidence of collusion or other illegal practices on the part of a contractor. The City, in its sole discretion, expressly reserves the right to cancel the Pre-qualification process at any time, including but not limited to, after the deadline for the receipt of Pre-qualification Packages, reject any Pre-qualification Packages received by the City and competitively bid the Contract without first prequalifying the bidders.

If any information provided by a prospective Contractor becomes inaccurate, the party who provided the information must immediately notify the City and provide updated accurate information in writing and under penalty of perjury.

The current tentative project schedule is as follows:

Pre-Qualification of General Contractors: November-December 2025
Project Bidding: December 2025-January 2026
Award Project: March 2026
Start Construction: April 2026

Project estimate (range): $25,000,000 - 30,000,000

Scope of Work :

The City of Alameda is developing a new aquatic center located at 800 Atlantic Avenue. The new aquatic center project includes a new 30-meter competition pool, new activity pool, buildings for administration, lockers, and services, pool decks, site improvements, and parking. A copy of the site plan is included for reference in Attachment 3 of the Appendix.
