This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Antech Diagnostics, Inc. located Irvine, CA to procure one year of diagnostic testing services for the NIH Animal Center, Poolesville, MD.
National Institutes of Allergy & Infectious Disease (NIAID), LABORATORY OF ANIMAL SCIENCE SECTION research requires that a diagnostic laboratory be able to provide consistently accurate results from performing clinical pathological evaluation of blood and other bodily fluids from non-human primates in a reasonable turnaround time. Diagnostic testing services include, Complete Blood Counts, Blood Chemistry Analysis, Urinalysis, Bone Marrow Aspirates, Cerebral Spinal Fluid Samples, etc. Services also include on-line results and on-site courier service. Place of delivery is Poolesville, MD 20892. Due to continuity protocols, NIAID intends to negotiate on a sole source basis with Antech Diagnostics.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2254246) to Calvin Robinson at calvin.robinson@nih.gov, by 11:00 am eastern standard time Thursday, January 23th. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
