The City of Surprise Police Department K-9 Unit (COS PD) is seeking proposals from qualified vendors that provide Dual-Purpose Canines, as specified, with guarantees on health, skeletal condition, trainability, and compatibility. Canines will be purchased on an as-needed basis and may include a Certified/Trained Canine or a Green Canine. It is the intent of the City to establish multi-vendor contracts to provide availability for canine selection. The selected canine will undergo specific evaluations to ensure suitability for its intended purpose, with replacement provisions due to any health or genetic issues identified during the guarantee period.
The selected vendors will be responsible for supplying police service K-9s that meet the specific needs and high standards of the Surprise Police Department. The proposal should include the full spectrum of services related to the acquisition of the K-9, including but not limited to the sourcing, and selection of the K-9, with the necessary skills for law enforcement work, such as narcotic detection, explosives detection, patrol, search and rescue, or apprehension.
The K-9s must meet the specified training criteria for law enforcement work, ensuring they are capable of performing their duties effectively and safely. The K-9s should be proficient in the required skills, including the ability to handle high-stress situations, search, detection, and apprehension tasks. While the vendor is not responsible for the training of the K-9 or its handler, the selected K-9 must have completed the necessary foundational training to meet the operational requirements of the Surprise Police Department.
The proposal should demonstrate the vendor’s ability to provide K-9s that are fully prepared for the rigorous demands of police operations.
The COS PD K-9 Unit is a highly specialized and integral part of the police department, utilizing advanced police service K-9s trained for dual purpose functions—both detection and patrol. These elite K-9s are indispensable in carrying out a wide range of critical law enforcement tasks, such as locating narcotics, explosives, and missing persons, as well as apprehending suspects and ensuring public safety.
The City's dedicated K-9s and their handlers work in some of the most extreme and challenging environments, enduring harsh weather conditions and extreme temperatures. These K-9s are regularly exposed to a multitude of risks and hazards, from dangerous encounters during high-stakes operations to potentially life-threatening situations while assisting in critical incidents. Despite these challenges, they remain vital assets to the department and the safety of the community.
Each police service K-9 is partnered with a highly trained K-9 Handler, and together, they form a strong, well-coordinated team. The bond between the K-9 and its handler is crucial, as it ensures both effectiveness in the field and a stable, supportive environment at home. When not on duty, the K-9 lives with its handler and is provided with a dedicated home kennel and dog run where it can rest and recover. This living arrangement is designed to foster the bond between the handler and the canine, ensuring optimal performance both on and off duty.
