I. INTRODUCTION
The City of Manhattan and Kansas State University (KSU) seek qualification submissions from highly qualified and innovative design teams for professional services from registered engineering firms with expertise in municipal and facility engineering and stormwater modeling to complete the Campus Creek Watershed Study.
Campus Creek is a signature feature of the central and eastern portions of the Kansas State University campus (see Exhibits A and B) and is a major contributing area to the Downtown East Basin watershed, which was studied by the City in 2015 as part of a comprehensive Downtown East & West Basins Watershed Study (2015). Kansas State University has recently adopted the Next-Gen Campus Master Plan to guide growth over improvements over the next decade and beyond and which includes a vision for Campus Creek Transformation as “a connected, inclusive and vibrant landscape framework” (2025). This study will look for opportunities to implement the transformation to reduce campus and neighborhood flooding conditions, facilitate future university expansion, and enhance environmental and landscape architecture features. This study will build on previous campus-scale stormwater studies including the “2025 KSU Master Plan Update, Stormwater System Final Report” (BG Consultants, 2013)” and attached Technical Memo from Olsson with additional KSU Master Plan Update discussion (Olsson, Aug 2025).

II. SCOPE OF PROJECT
Submittals should demonstrate the consultant’s experience leading efforts for similar projects. A contract and detailed Scope of Work will be developed once the design team has been selected.
III. TIMETABLE
The anticipated/desired project schedule is as follows:
• April 1, 2026 Issue RFQ
• May 7, 2026 Receive consultant Statements of Qualification
• Beginning May 11, 2026 Selection Committee reviews Statements
• Week of June 1, 2026 Interviews (if required)
• June 16, 2026 City Commission approves the Selection Committee’s recommendation
• August 4, 2026 City Commission approves Contract
• December 11, 2026 Phase 1 Submittals (draft) due
• April 16, 2027 Phase 2 Submittals (draft) due
• October 15, 2027 Phase 3 Submittals (draft) due
• February 18, 2028 Submit Final Report

These documents are also open for public inspection at the Public Works Department, Engineering Division, 1101 Poyntz Avenue, Manhattan, Kansas, 66502. Any addenda associated with the project will be made available in the same manner.
Interested firms must provide six (6) written copies and one (1) electronic copy of the submission no later than 3:00 PM, Thursday, May 7, 2026, to the following address:

Qualification submissions shall be enclosed in a sealed envelope clearly marked “Campus Creek Watershed Study (SW2602) RFQ.”
The City of Manhattan will not accept oral submissions, or copies received by telephone, facsimile machine or email. All submissions received after the deadline shall be returned. The City of Manhattan reserves the right to reject any and all submissions or portions of submissions, to waive minor deficiencies, or to solicit new submissions on the original project or on a modified project as may be deemed necessary or in the best interest of the City.
