Description

This is a Notice of Intent (NOI), NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Roche Diagnostics Corporation,



9115 Hague Road, Indianapolis, Indiana 46256-1025, United States, to procure a 12-Month Maintenance Agreement for two (2) Roche “Discovery Ultra” instruments with serial #313265 and #319750. These instruments are mission critical and must be maintained in optimum condition.





Minimum Requirements:



The purpose of this acquisition is to obtain a maintenance agreement for above noted Roche “Discovery Ultra” instruments, manufactured by Roche Diagnostics Corporation, to maintain said instruments in optimal operating condition. Service requirement is as specified below:






  1. Equipment Model: Discovery UTLRA



Service Plan: Standard






  • Unlimited service visits Monday through Friday from 8:00 a.m. to 5:00 p.m. (local



time). Excludes holidays.




  • Customer Support Center Specialists are available by phone 24 hours a day, 365



days a year to assist in troubleshooting.




  • All necessary warranted repair parts and the travel and labor to install parts.

  • Labor and preventive maintenance kits for preventative maintenance visit(s).

  • Response for emergency repairs within 48 hours of request Monday through Friday



local time.




  • Remote access connectivity for problem identification, training, and monitoring

  • System repaired at customer site.

  • A maximum labor charge for each service visit outside of contract coverage hours.

  • Preventative Maintenance visits.





Period of Performance: March 16, 2025 – March 15, 2026

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide this service may submit a Capability Statement. For consideration, response time for emergency repairs and Roche Corporation certification to service Roche instruments must be included in all capability statements which must be submitted by 10:00 am EST, on Thursday, March 13, 2025. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
