Springfield Township State Road Safety Improvements Project

Project Description: Springfield Township will receive sealed bids for the Springfield Township State Road Safety Improvements Project. The scope of work generally includes full depth paving, milling and overlay, drainage improvements, curbing, traffic signal improvements, pedestrian improvements, realignment of existing State Road Intersection with new roadway, and other related construction improvements. Bids will be submitted on https://pennbid.bonfirehub.com/ and will remain open until February 2, 2026 at 3:00 PM at which time the Bids will be opened and a summary of the results will be made public shortly after. Faxed bids will not be accepted. Bids will have a tentative award date of February 11, 2026.
The work indicated will be at a minimum, partially funded via Multimodal Transportation Fund Grant (MTF) grants from the Commonwealth of Pennsylvania, acting through the Commonwealth Financing Authority. The bidding process, contract, and conduct of the work must meet the requirements of the MTF grant agreements, which has been entered into by Springfield Township, and the Commonwealth Financing Authority. The agreements obligate Springfield Township to certain compliance requirements. Submission of a bid for this Project will be considered the Contractors’ acknowledgement of these requirements and commitment to adhere to the same.

For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted to https://pennbid.bonfirehub.com/.
Bids are to be submitted on https://pennbid.bonfirehub.com/. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of Springfield Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Springfield Township.
A pre-bid meeting will be held virtually on January 15, 2026 at 11:00 AM. All plan holders will receive a notification on January 14, 2026 with instructions for how to access the virtual pre-bid meeting for this project.
All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for MBE and/or WBE participation.
Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, as determined by Springfield Township. Springfield Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, the non-collusion affidavit contained in the contract documents.
