The City of Fort Morgan is accepting Proposals to prepare a 2025 Comprehensive Plan Update until 3:00 p.m. (our clock) on September 25, 2025 at City Hall located at 110 Main Street, Fort Morgan, CO 80701. If mailed, the address is PO Box 100, Fort Morgan, CO. 80701 and must be in a separate sealed envelope from the shipping package. Proposals must be received at City Hall prior to 3:00 p.m. (our clock) on September 25, 2025.
Project Summary and Proposal Document Information:
The City of Fort Morgan will select a consultant to update the City’s outdated Comprehensive plan. The City received an Energy and Mineral Impact Assistance Fund Grant (EIAF Grant) from the Colorado Department of Local Affairs (DOLA) to update its comprehensive plan, conditional on inclusion of DOLA’s land use planning policies. The comprehensive plan must conform with the provisions in C.R.S. 31-23-206 et.seq.
Funding for the project is through the Department of Local Affairs Energy & Mineral Impact Assistance Fund (DOLA EIAF) and City of Fort Morgan Capital Improvement Funds.

The cut-off date and time for questions is September 18, 2025 at 9:00 a.m. It is the responsibility of the prospective Respondents to contact Tom Acre to verify receipt of questions. Based upon such inquiry, the City may choose to issue an Addendum before and/or after the mandatory pre-proposal meeting.
Opening Date: The opening will not be a public opening as it will be subject to staff review of costs, schedule, options, qualifications, possible short list and/or interviews.
