I. PURPOSE
It is the intent of this solicitation to secure through competitive sealed bidding, the leaf removal services for
City properties for the City of Williamsburg, Virginia.
II. SCOPE OF WORK
The City of Williamsburg Department of Public Works and Utilities, hereafter known as the City, is seeking
Contractors for leaf removal services on certain City properties for the City of Williamsburg, Virginia.
The Contractor shall furnish all labor, insurance, proper clothing, and safety items required to accomplish the
following described tasks.

2. Ride in City owned dump trucks and pick-up trucks to residential areas.
3. Run the leaf machine's hose to vacuum piled up leaves in residential areas.
4. Use proper equipment such as provided blowers and rakes to row up leaves for removal.
5. Assist dump truck operators with vehicular operations, such as but not limited to, spotting, reverse
direction, etc.
6. Assist dump truck operators with connecting and dis-connecting leaf machines and dumping
operations.
7. The City will determine how many hours/days that assistance will be required each week. On average
expect to perform leaf removal operations 32 hours per week, 3-4 days per week. Anticipated schedule
will be for a 10-week period starting date to be determined by City's Streets Superintendent.
8. The City expects at a minimum four (4) personnel to be available for the work as described herein.
9. Maintain proper dress while representing the City:
a. A clean shirt must be worn at all times.
b. No improper pictures or writings on shirts or other clothing (jackets,
sweatshirts, hats).
c. Clean pants should be worn for personal protection; however, clean shorts of a
uniform type will be permitted. Shorts should be neat and at a proper length.
d. Steel or composite toed boots must be worn as well as gloves and eye
protection.
10. The City may inspect the Contractor's appearance and work at any time and will halt
operation if unsafe practices or conditions are not being followed. City reserves the
right to remove from any leaf removal services operations personnel not conforming to
the City's policies or requirements.

11. An Invoice will be submitted at the beginning of each month for the previous months
work to:

12. The invoice, or a separate sheet attached to the invoice, will list the following:
a. City Purchase Order Number,
b. Dates or period of leaf removal and hours worked,
c. Cost per man-hour,
d. A total for the pay period or specified dates.
III. PRE-BID CONFERENCE
No Pre-Bid conference will be held prior to opening of sealed bids.

IV. PRICING SCHEDULE
The City will award on a total sum basis to the lowest responsive and responsible bidder.
Please state your bid price below, with the full understanding that it shall address all the
tasks identified in Section II. SCOPE OF WORK of this IFB.

VIII. CONTRACTURAL AGREEMENT
1. The price schedule based on the Scope of Services and terms and conditions contained herein will be
incorporated into the services of the Contract (sample provided) along with this IFB any addenda and
modifications thereto. Any concerns regarding the Contract shall be addressed within the proposal
response.
2. Signing of Contract. When the CITY gives a Notice of Award to the successful Offeror, it will be
accompanied by 2 original copies of the Contract, with all other written with any other documents
attached. Within 10 Days thereafter the Offeror shall sign and deliver the required number of copies of
the Contract and attached documents to the CITY. Within 15 Days thereafter the CITY shall deliver one
fully signed copy to the Offeror. If the successful Offeror fails to execute the Contract within the time
specified, the CITY, at its discretion, may award the Work to the second successful Offeror, or reject all
proposals.
3. The resulting Contract from this IFB shall have a term of one (1) year from date of award. Termination
of the Contract shall be as identified in the executed Contract between the CITY and the vendor.
