The County of Boone hereby solicits formal written proposals from qualified organizations for the provision and delivery of services that are eligible for funding pursuant to the Opioid Addiction Treatment and Recovery Fund. Programs must support the needs of people with Opioid Use Disorder and any co-occurring Substance Use Disorder or mental health condition who are involved in and/or are transitioning out of the criminal justice system through evidence-based or evidence-informed program or strategies. This RFP solicitation seeks proposals addressing the needs of individuals involved in the criminal-justice system by fulfilling Section 1-D.4 and 1-D.5 of the Approved Uses for Opioid Remediation.
The County utilizes the Boone Impact Group’s (BIG) Foundant funding management system through which proposals in response to this Request for Proposals must be submitted . Do NOT submit proposal responses through this Ion Wave system .

Pre-Proposal Conference

To assist interested Offerors in preparing a thorough proposal, a virtual pre-proposal conference has been scheduled
for March 3, 2026, at 9:00 a.m. Central Time. To access the virtual conference, please follow this link:

All potential Offerors are strongly encouraged to attend this conference in order to ask questions and provide
comments on the Request for Proposal. Attendance is not mandatory to submit a response; however, Offerors are
encouraged to attend since information relating to this RFP will be discussed in detail. Minutes of the pre-proposal
conference will not be recorded or published. Offerors should bring a copy of the RFP since it will be used as the
agenda for the pre-proposal conference.
Offerors are strongly encouraged to advise the Purchasing Department of Boone County within five (5) days of the
scheduled pre-proposal conference of any special accommodations needed for disabled personnel who will be
attending the conference so that these accommodations can be made.

Initial questions regarding this Request for Proposal should be submitted in writing, prior to the pre-proposal
conference, no later than February 27, 2026, 5:00 p.m. All questions must be mailed or e-mailed to the attention of
Melinda Bobbitt (see information below). All such questions will be discussed at the pre-proposal conference and
answered in writing, and such answers will be provided to all parties having obtained a Request for Proposal packet
and register as a Vendor for this RFP.

Offeror must complete an Organization Profile and an application for “2026 Boone County Reentry Coordination”

1:30 p.m. Central Time on Thursday, April 2, 2026, in the Boone County Commission Chambers, 801 E. Walnut St.,
Columbia, Missouri. This meeting may be attended in person or by phone at 425-585-6224, code: 802-162-168.
RFP opening listing offeror’s names will be posted on the County web page following the opening at
www.showmeboone.com. Select “Purchasing”, then “Bid Tabulations”.
