Background: Title information from the public records is to be obtained to provide Title Reports for the Ohio Department of Natural Resources (ODNR) for the purposes of real estate appraisals, negotiations, acquisitions, and other real estate transactions.  Updated Title Reports are to determine if there are any significant changes to title since the original Title Report.

Deliverables:
The contractor must possess the capability and personnel to effectively conduct 3 to 5 title assignments simultaneously across all 88 counties in Ohio. Each title assignment will involve comprehensive title searches of public records pertaining to the titles of real estate assigned by ODNR . This process includes accessing various databases, municipal records, and other relevant documentation to ensure thorough verification and accurate information regarding property ownership, title history and encumbrances.  The contractor is expected to visit county offices in person to verify the accuracy of the search results and obtain copies of all documents related to property ownership and title history. The contractor must be able to submit completed Title Reports in the attached Title Report Format for all 60-year and 100-year searches within a timeframe of 15 business days.

1. The contractor must be able to complete and submit completed Title Reports in the attached Title Report Format of all patent searches within a timeframe of 20 business days.
2. The contractor must be able to provide within the title report oil/gas mapping and permitting information and documentation on all active and inactive wells located on the subject property.
3. The contractor must be able to provide an oil/gas title search of all active and inactive oil/gas leases, and continue the search forward to identify the current lease holder(s).
4. The contractor must be able to provide custom GIS maps of the subject property with all easements and utility rights-of-way locations identified and displayed on an as-needed basis within 5 days.
5. The contractor is not permitted to subcontract title assignments or any associated activities unless prior written approval is obtained from ODNR.
6. The contractor must be proficient in deed plotting legal descriptions to determine property boundaries and location.

The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.
