1.1        Introduction

This Request for Standing Offers (RFSO) is being issued to satisfy the requirement of Indigenous Services Canada (ISC) “the Client” for the provision of Appraisal Services for land in British Columbia.

1.2        Number of Standing Offers

The intent of this RFSO is to award up to five (5) Standing Offer Agreements (SOA) to qualified Offerors.

The services will be required on an as and when required basis, requested with a Call-up.

1.3        Resources requirement

Offerors shall be capable of providing services by proposing a minimum of one (1) and not more than (5) five qualified resources in the following resource category: appraiser.

1.4        Proposed period of the Standing Offer

1.4.1        The period of the Standing Offer is for two (2) years from date of award.

1.4.2        The Offeror grants to Canada the irrevocable option to extend the term of the Standing Offer by up to three (3) additional one (1) year periods under the same conditions.

1.5        Description of the Requirement

The Department of ISC on behalf of First Nations throughout British Columbia (ISC-BC) require the services of Offerors to perform land appraisals for many purposes including, for the determination of the fair market value of interests on reserve land and non-reserve land, for historical land value appraisals and for periodic rent reviews. In addition, the Client may require appraisal consulting services, including reviewing appraisals, reviewing and drafting Terms of Reference and advising ISC-BC on other appraisal and land valuation matters.

1.6        Work required

Offerors will be required to determine fair market value of interests on reserve land and non-reserve land, for historical land value appraisals and for periodic rent reviews and to provide ISC-BC with advice on appraisal/land valuation matters which can be relied on by ISC-BC.
