OF SUBCONTRACTORS
Subject to conditions prescribed by the University of California, Los Angeles, responses to the DPR
Construction’s prequalification documents for a Lump Sum contract are sought from prospective
subcontractor bidders (hereafter “subcontractors”) for the Bid Packages listed below for the following project:

The University has bid and awarded a CM at Risk Contract to DPR Construction. (hereafter
"CM/Contractor"). CM/Contractor is responsible for bidding and awarding all subsequent subcontractor
packages. The successful Subcontractor Bidder shall sign a Subcontract Agreement directly with
CM/Contractor and shall be bound by all the terms of the contract between University and CM/Contractor.
PREQUALIFICATION OF PROSPECTIVE BIDDERS: DPR Construction has determined that
Subcontractors interested in bidding on the Bid Packages (as listed below) are required to be
prequalified.
GENERAL DESCRIPTION OF WORK:
UCLA Health proposes to convert the west, east, and north wings of the fourth floor of Ronald
Reagan UCLA Medical Center (RRUMC) from Behavioral Health to Medical/Surgical spaces to
expand inpatient bed capacity by up to 103 beds. The project will also add a new patient unit to
the administrative wing on the south side of the building and will expand the north unit into the
administrative bridge connecting the north of the building. The project will upgrade the building
infrastructure to support acute care needs and the additional beds.
The project will renovate approximately 67,400 gsf of the 115,600 gsf on the fourth floor to
accommodate the proposed program, including alteration, replacement, and upgrades throughout
the affected areas of the fourth-floor building systems. Much of the existing infrastructure will be
reused while providing all code-required spaces and maintaining operational efficiencies. The
alterations will address Americans with Disabilities Act compliance, changes associated with
building system upgrades and operating efficiencies, sustainability, safety, and security.
The Overall Anticipated Contract Value is $98,954,000.
REQUIRED PREQUALIFICATION: The prospective subcontractors for the bid packages (BP’s) listed
herein are required to prequalify to participate in the bidding process
LICENCE REQUIREMENT: Prospective subcontractors are required to possess a current and active
California State Contractor’s License in the classification(s) identified below, at the RFQ and Bid due
date and time:

made available to intending bidders. They can be requested via email by submitting a request

MANDATORY PREQUALIFICATION CONFERENCE: A Mandatory Prequalification Conference will
be conducted on Wednesday, February 25, 2026, beginning promptly at 10 a.m.; and again, on
Thursday, February 26, 2026, beginning promptly at 10 a.m. The requirement is that you
attend one of these meetings, you do not need to attend both meetings. The Mandatory
Prequalification Conference will be conducted via TEAMS. Only subcontractors who participate
in at least one Conference in its entirety, will be allowed to submit prequalification documents,
and if prequalification is achieved, bid on the Bid Package(s) listed on the front page of their
prequalification questionnaire. Participants must log onto the TEAMS meeting at or before 10
a.m. (See TEAMS meeting instruction below.) People logging in after said time will not be
allowed to submit prequalification documents or bid on the below listed Bid Packages. For

NOTE: Only e-mail submitted on or before the above due date will be accepted. Oral, telephonic,
facsimile, or telegraphic Prequalification Questionnaires are invalid and will not be accepted. Only
DPR Construction’s Prequalification Questionnaire (and associated documents) will be accepted. DPR
Construction reserves the right (but is not obligated) to request, receive, and evaluate supplemental
information after the above time and date at its sole determination.
Any person or entity not satisfied with the outcome of the prequalification must file a writ challenging
the outcome within 10 calendar days from the date of the DPR Construction’s written notice
regarding prequalification determination. Any assertion that the outcome of the prequalification
process was improper will not be a ground for a bid protest.
The dates, times, and location set for receiving and opening of bids will be set forth in an upcoming
Advertisement for Subcontractor Bids.
DPR Construction reserves the right to reject any or all responses to Prequalification Questionnaires and to
waive non-material irregularities in any response received.
All information submitted for prequalification evaluation will be considered official information acquired in
confidence, and DPR Construction will maintain its confidentiality to the extent permitted by law. Every effort

will be made to ensure that all persons have equal access to contracts and other business opportunities with
DPR Construction within the limits imposed by law or University policy. Each Bidder may be required to
show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will
be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay the
prevailing wage at the location of the work.
The work described in the contract is a public work subject to section 1771 of the California Labor Code.
No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of,
any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor
Code section 1725.5 and 1771.1.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
The successful Prequalified Bidder shall pay all persons providing construction services and/or any labor on
site, including any University location, no less than the UC Fair Wage (defined as $13 per hour as of 10/1/15,
$14 per hour as of 10/1/16, and $15 per hour as of 10/1/17) and shall comply with all applicable federal, state
and local working condition requirements.
