Bids must be received electronically in the City’s e-bidding service provider DemandStar by 3:00 P.M. (CST), on
WEDNESDAY, MAY 13, 20226. Bids will be read aloud publicly at the specified bid opening date and time via
teleconference. To participate, dial (720) 843-2938, then enter access code 2160129.
The project includes narrowing Sherman Street by relocating the curb line and constructing a 10-foot wide concrete
multi-use side path along the west side of the street. Additional work consists of fence removal and replacement,
driveway reconstruction, stormwater drainage improvements, pavement and curb removals, grading, erosion control,
and site restoration.
The plan set titled City of Springfield Plan Set – 2023PW0095 filed 3/20/2026. will be constructed and administered
per City of Springfield General Conditions & Technical Specifications for Public Improvements adopted August
15th, 2025. The City of Springfield will inspect the construction of this project.
Due to grant requirements of this project, awarded contractor must be a MoDOT Prime Contractor. To comply
contractor shall submit completed Contractor Questionnaire and/or Contractor Prequalification Questionnaire with
attachments not later than seven (7) days prior to the date and hour of the bid opening. See Secs 101-103 of the
Standard Specifications, and Rule 7 CSR 10-15.900, "Prequalifications to Bid of Certain Contractors". Reference

A pre-bid conference is scheduled for April 22, 2026, at 2:00 P.M. (CST). The pre-bid conference
shall be conducted via videoconference. To participate email the Buyer, Morgan Blankenship,
morgan.blankenship@springfieldmo.gov for the link and password. All interested bidders are
encouraged to participate.

All labor used in the construction of this public improvement shall be paid a wage no less than the
prevailing hourly rate of wages of work of a similar character in this locality as established by the
Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is
higher.
The City of Springfield hereby notifies all bidders that it will affirmatively ensure that in any contract
entered into pursuant to this advertisement, businesses owned and controlled by socially and
economically disadvantaged individuals will be afforded full opportunity to submit bids in response to
this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age,
ancestry, or national origin in consideration for an award.”

Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour
OSHA construction safety program, or similar program approved by the Department of Labor and
Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work
on the construction project.
A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal.
The City of Springfield reserves the right to reject any or all bids.
The DBE Goal for this project is 0%.
