Summary
PURPOSE

The Ohio Department of Mental Health and Addiction Services ( Ohio MHAS) is seeking proposals from qualified contractors to replace existing Aruba Access Point devices throughout our six Regional Psychiatric Hospitals and Ohio Pharmacy Services (OPS).

BACKGROUND

This project provides for the installation of Aruba Access Point wireless devices within six OhioMHAS Hospitals and Ohio Pharmacy Services (OPS). The Access Point replacement project will enhance the reliability and security for the Electronic Health Record environment. It will also upgrade the environment to be compatible with central management for wifi modernization.

Contractor Site Survey Appointment Schedule:

Contractors must have an appointment to perform a site survey to determine the level of effort and equipment required.  They may need to sign a HIPAA privacy notice since they will be in patient areas.  Site contact information is below, and appointment availability is below.

1. ABH - May 27th from 1PM-3PM, and May 28th from 10AM-12PM
2. COBH  - June 3rd and 4th from 12-1PM and 1-2PM
3. HBH - May 27th and 28th from 10AM-12PM
4. NBH - June 4th, 5th, and 6th from 10AM-12PM
5. NOBH - June 2nd and 3rd from 7AM-2PM
6. SBH - May 28th and 29th from 8AM-3PM
7. OPS - June 3rd and 4th from 12-1PM and 1-2PM

MHAS Implementation Details:

Below are the number of Aruba Devices required for installation by location.  These are located both indoors and outdoors and may be in plexiglass enclosure or need contractor provided lifts to access.

MINIMUM QUALIFICATIONS OF CONTRACTOR


Contractor must have extensive (more than 7-years) experience in IT related installation and service.
Contractor must be able to install at multiple sites simultaneously to meet project timelines.

Contractor shall not be subject to an “unresolved” finding for recovery under Section 9.24 of Ohio Revised Code.

Process
Evaluation Process

OhioMHAS’s evaluation process of responses submitted to this request may consist of up to four distinct phases:
  1. OhioMHAS’s initial review of all proposals for timely submission;
  2. An evaluation committee review of the proposals for defects and scoring;
  3. OhioMHAS’s request for more information (clarifications, interviews, presentations, and/or demonstrations); and,
  4. Negotiations or best offer requests.

At its sole discretion, OhioMHAS will determine whether phases three and/or four are necessary under this RFP, reserving for itself the ability to eliminate or add phases three or four at any time during the evaluation process. OhioMHAS may add or remove sub-phases to phases 2 through 4 at any time if MHAS believes doing so will improve the evaluation process.

Proposal Evaluation Criteria

In the proposal evaluation phase, OhioMHAS staff or reviewers selected by OhioMHAS (the committee) will rate the proposals submitted in response to this RFP based on the following criteria and weight assigned to each criterion.

Clear commitment to coordinate replacement AP and ensure operational functionality and Work with Owner schedules and activities on a site-by-site basis. 5
Proposal clearly outlines how the contractor is responsible to secure all equipment for all work to be performed at each site. 5
Explains how their education and experience is relevant to replace the Access Points 5
Cost included for the acquisition and replacement of a variety of installation of brackets to non-T-bar locations. 5
Proposal includes Cost on a site-by-site basis and total cost of project,  Including cost for ceiling tile replacement where necessary 5
