Request for Qualifications – RFQ 2025-026, Waco MPO SmartCorridor Plan Project. Sealed Qualifications will be accepted at the City ofWaco’s Operations Center, 1415 N. 4th Street, Waco, TX until 2:00 P.M.,Thursday, April 10, 2025. The City of Waco Smart Corridor Plan is acomprehensive effort led by the Waco Metropolitan Planning Organization (MPO)to develop a forward-looking, equitable, and technology driven transportationstrategy for the region. The project encompasses a detailed assessment ofcorridor infrastructure, travel behavior, land use, and emerging technologies,with a strong emphasis on addressing equity and justice considerations. Byintegrating academic research, stakeholder input, and innovative planningapproaches, the Smart Corridor Plan aims to create actionable solutions thatenhance mobility, sustainability, and quality of life. The project includes thedevelopment of corridor typologies, multimodal and freight strategies, scenarioplanning, and a final implementation roadmap, all supported by a demonstrationof smart technology applications.
