PURPOSE
In order to be in compliance with federal, state and local purchasing laws, the Birdville Independent School District (BISD) is soliciting competitive sealed proposals for Security Guard Services for our Administration Complex and surrounding areas in Haltom City and North Richland Hills. Based on the 2023-2024 expenditure, the total estimated contract on an annual basis $115,493.00.
SCOPE OF WORK
Birdville Independent School District (BISD) is seeking to hire a security contractor to provide unarmed, fully uniformed officers to patrol the Administration Complex and surrounding areas. The selected security company will be responsible for supplying a vehicle and fuel for their officers, who will carry out the following:
  • Patrol Schedule:

    • Weekdays:6:30 PM to 6:30 AM
    • Weekends 24-hour coverage Friday 6:30 PM to Monday 6:30 AM
    • Holidays: 24-hour coverage - The attachment tab includes the BISD School Calendar outlining the specific holidays recognized by the district.
    • This estimate reflects approximately 108hours of service per week.
  • Patrol Locations: ** A more detailed map and specific locations for inspections, including designated doors, gates, and entry points, will be provided to the awarded contractor**

  • Patrol Responsibilities:
    • Conduct vehicle patrols around the facility.
    • Perform foot patrols to physically check various areas.
    • Ensure that you electronically badge at the designated building entries and physically verify that the doors are securely locked.
  • Reporting Requirements:
    • Daily reports detailing physical checks, observations, and actions taken must be submitted to the designated facilities management personnel.
  • Training of Security Personnel
    The Contractor is responsible for providing comprehensive training and orientation for all personnel assigned to deliver services to Birdville Independent School District (BISD) under this Agreement. Key requirements for the training program include:
    • Alignment with Industry Standards: Training must adhere to widely recognized standards within the security services industry.
    • Compliance with Regulations: All training must comply with applicable State of Texas and Federal requirements.
    • Legal Requirements: The selected Contractor must fulfill the minimum legal requirements for private security professionals and companies in Texas. All security personnel employed by the Contractor to work at BISD must, at a minimum, be licensed, non-commissioned (unarmed) security officers in Texas.
  • Uniforms and Equipment
    • Contractor must provide all necessary uniforms and equipment for each of the security personnel who will be working with BISD.
  • Additional Requirements for the Selected Security Contractor

    The selected Security Contractor and all security personnel must meet the following requirements, which include but are not limited to:
    • Staff Coverage: The Contractor is responsible for ensuring that security personnel are present for all scheduled hours. The Contractor must arrange for replacements or utilize backups in cases of sick days, no-shows, scheduling conflicts, or any other circumstances that prevent an employee from fulfilling an assigned shift.
    • Local Management: The Contractor must have adequate and experienced management in place locally to oversee the project and ensure smooth operations.
    • Background Checks: Before assigning any individual to a position, the Contractor must certify that a comprehensive background check as been conducted. This investigation must include:

      - Criminal records check

      - Verification of prior employment

      - Drug testing by an independent laboratory

      - Character reference checks
    • Eligibility to Work: All security personnel must be United States citizens or nationals, lawful permanent residents, or aliens properly authorized to work in the United States.
CONTRACT TERM AND RENEWALS
This proposal shall be effective from the execution of the contract through December 31, 2025. The District and Proposer may, upon mutual consent, extend the contract for four (4) additional one-year periods (not to exceed a total of 5 years) upon written request of the Proposer presented no later than forty-five (45) days prior to the expiration of the contract. The rates can be adjusted upward or downward based on the price change specifications on the anniversary date if agreeable to the district. If agreement cannot be reached, the contract is terminated at the end of the current contract period.
An additional ninety (90) day transitional period shall be added to the end of the contractual agreement if desired by the district. The contractual prices, terms and conditions shall remain in force during the transitional period.
PROPOSAL SUBMISSION
Late proposals will not be accepted. No verbal, telephonic, electronic mail or faxed responses will be considered. The preferred method of delivery is through the e-bid system; however, paper responses will be accepted in the Purchasing Department prior to the due date and time.
