Notice of Intent to Award a Contract

Notice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award of a contract to Sealtec Industries Ltd (the “Service Provider”) for the following: YXX Airport – Airfield Crack Sealing Scope of Services: General Requirement and Service Provider Expectations: Contractor (management and onsite staff) shall have extensive experience performing these services in an airport operational environment. Contractor shall be highly qualified and be able to effectively coordinate and manage the undertaking of the services in an active airfield environment. Contractor site supervisor shall be consistent throughout the term of the assignment. Meet security requirements and processes for all services under this contract. Ability to provide accurate and detailed invoicing including quantity, type and cost per linear meter on a consistent basis. Approximately 10,000 lineal meters of routed and non-routed airfield crack sealing. All materials used are to meet or exceed provincial specification ASTM D1190 and the specification stated in the MMCD Master Municipal Construction Document Volume 2 Printed 2000, Section 02576, and Sealing and Pavement Cracks for Maintenance Purposes and the Supplementary Specifications. Service Location – YXX – Abbotsford International Airport and other areas on the airfield identified by Airport Management.Runway 07/25                          ~ 2,000 liner meters        Runway 01/19                          ~ 1,000 linear meters        Commercial Apron                 ~ 500 linear meters        Taxiways A and A1                  ~ 500 linear meters        Main Apron                               ~ 3,000 linear meters        Taxiway D                                   ~ 1,500 linear meters c. Administration – Monthly summary invoice(s) shall be provided including the following:Mobilization (dates, shifts)        Non-Routed Crack Sealing (per linear meter)        Routed Crack Sealing (per linear meter)        Standby Time (hourly rate in 15 minutes increments)        Sweeping (hourly rate) Dump Fee (per shift)Rationale for Contemplating a Direct Award

The City is contemplating a direct award with the Service Provider for the following reasons:
Lack of specialized material, equipment and experienced personnel in airport airside crack sealing, as demonstrated in lack of response in previous RFPs that have prompted the City to issue this Notice of Intent to solicit interest from qualified contractors to support the above noted requirements.        Sealtec Industries Ltd has extensive experience working on active runways and taxiways in Lower Mainland and British Columbia.         To ensure continuity of these services and avoid any business operations disruptions due to a transition or change of supplier while the City prepares solicitation documents to issue to market in December of 2025.Demonstrated previous experience in providing similar services is a key requirement.

Contract Value:

The value of the contract is expected not to exceed $250,000.00 CAD ($200,000.00 for Planned Work and $50,000.00 for Emergency Work) plus applicable taxes. The contract is for the provision of labour, tools, equipment and materials for asphalt crack sealing maintenance duties throughout YXX’s airfield.

Submissions by other methods will not be accepted.

Respondents objecting must outline specific reasons for their objection in their email as well as demonstrate their ability to perform the contemplated work and/or services and show availability and resources.  The Respondent’s ability to provide goods and services of the same or better quality and price and within the required period will be the key criteria used in the consideration of any Respondent’s objections.
