REPLACEMENT OF PUMPS 1 & 4 AT TEWKSBURY WTP RAW WATER INTAKE STATION

CONTRACT No. PW-24-12

Sealed Bids for the General Contract associated with the Replacement of Pumps 1 & 4 at Tewksbury WTP Raw Water Intake Station; Contract No. PW-24-12, will be received at the Department of Public Works (DPW) Office located at 999 Whipple Road, Tewksbury, MA 01876 until 2:00 p.m. local time on Thursday, March 12, 2026, at which time said Bids will be publicly opened and read aloud.

Sealed Bids for the filed sub-bid designated herein will be received at the aforementioned DPW Office until 2:00 p.m. local time on Thursday, March 5, 2026, at which time said Bids will be publicly opened and read aloud.

The work includes the removal and replacement of Pump Nos. 1 & 4 at the raw water intake station for the Tewksbury Water Treatment Plant (WTP), including the existing variable frequency drives (VFDs) associated with each pump.

A pre-bid conference will be held for all prospective bidders at 10:30 a.m. local time on Wednesday, February 25, 2026, at the Tewksbury WTP, 71 Merrimac Drive, Tewksbury, MA.

Each general bid and filed sub-bid must be accompanied by a copy of a Certificate of Eligibility issued by the Deputy Commissioner of the Division of Capital Asset Management and Maintenance (DCAMM) showing that the bidder/sub-bidder has the classification and capacity rating to perform the work required. Each general bid and filed sub-bid must also be accompanied by an update statement in the form prescribed by the Deputy Commissioner. A blank copy of the update statement for both Prime/General Contractors and Sub-Bidders is attached to the back of the appropriate Bid Form.

Any general bid or filed sub-bid submitted without the appropriate certificate and update statement shall be invalid.

Bid security in the form of bid bond, cash or certified, treasurer's or cashier's check is required as follows:

General Construction: Five (5) percent of the value of the Bid.

Sub-bids for the following sub-trade:

Electrical Work: Five (5) percent of the value of the Sub-Bid.

Contract Documents are incorporated by reference and may be obtained from Accent Printing after 2:00 p.m. local time on Wednesday, February 11, 2026. Electronic copies can be downloaded from their website at www.accentblueprints.com for no charge. Hard copies may be obtained for a fee by completing an order online or by calling 978-362-8038 for each set. Completed orders may be picked up at the office of Accent Printing located at 99 Chelmsford Road, North Billerica, MA 01862, from 9:00 a.m. to 4:00 p.m. Copies may also be shipped to prospective bidders for an additional charge to cover handling and mailing fees. All payments for printing and shipping are nonrefundable. For addition to the project plan holder’s list to guarantee receipt of addenda, it is recommended interested bidders obtain the Contract Documents directly from Accent. Interested bidders will be prompted to register an email address with Accent to access the documents. Contract Docents can only be obtained through Accent Printing. Contract Documents may also be examined, but not obtained, at the DPW Office during the following hours: 7:00 a.m. to 3:00 p.m. Monday through Friday.

Addenda, if issued, will be posted to the Accent Printing website and shall be accompanied by e-mail notification to every individual or firm on record as having received the Bid Documents. It shall be the sole responsibility of the Contractor to ascertain the existence of any and all addenda. Hard copies of addenda will not be mailed or faxed.

Successful bidder must furnish 100 percent Construction Performance Bond and 100 percent Construction Payment Bond with a surety company acceptable to the Owner.

Minimum Wage Rates as determined by the Commissioner of Department of Labor and Industries under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract.

Contract time for the project shall be 60 calendar days commencing on the date the new pumps and/or VFDs are delivered to the contractor by the manufacturer, whichever date is later.

No Bidder may withdraw his Bid for a period of 30 calendar days after the actual date of the opening of the Bids.

Complete instructions for filing Bids and Sub-Bids are included in the Information for Bidders.

The bidding and award of the Contract shall be in full compliance with Sections 44A to 44J inclusive of Chapter 149 of the General Laws of the Commonwealth of Massachusetts as last revised.

Successful bidder shall certify that all employees to be employed at the worksite will have successfully completed a course in construction safety and health approved by the U.S. Occupational Safety and Health Administration that is at least 10 hours in duration at the time the employee begins work and who shall furnish documentation of successful completion of said course with the first certified payroll report for each employee.

The Owner reserves the right to reject any or all general bids if it is in the public interest to do so; and reserves the right to reject any sub-bid on any sub-trade if it determines that such sub-bid does not represent the sub-bid of a person competent to perform the work as specified or that less than three such sub-bids were received and that the prices are not reasonable for acceptance without further competition.
